HomeMy WebLinkAbout1986-04-14 Board of Survey Minutes • Board of Survey Meeting of April 14, 1906 Page 1 I A meeting of the Board of Survey convened in Room 122, Reading Memorial High School at 6:45 P.M. Present were Secretary Boucher, Board Members Barker, Griffin and Nitzsche, Supt. A.V. Fletcher, P.E. and Assistant Superintendent William A. Redford. Mr. Boucher read the Notice of Public Hearing at 6:45 P.M. regarding the laying out as a public way the following roadway, under the Betterment Act: Latham Lane from Beaver Road to the end. There were seven abuttors present. Asst. Supt. Redford explained the project and the costs involved. The total project cost is 41,500.60 which is charged to the abuttors based on frontage. ' After a short discussion, it was moved, seconded and voted 4:0 to close the hearing at 6: 55 P.M. Chairman Hampson joined the meeting at 6:55 P.M. After the opinion polls were collected, it was moved, seconded and voted 5:0 to accept Latham Lane as a public way. Mr. Boucher read the Notice of Public Hearing at 7: 00 P.M. regarding the laying out as a public way, the following roadway, under the Betterment Act: Gavin Circle from Franklin Street to the end. There was one abuttor present. Asst. Supt. Redford explained the project and informed the abuttor that since the roadway is fairly new, it is in excellent condition, and the entire project cost is only 8500.00. It was moved, seconded and voted 5: 0 to close the hearing at 7: 10 P.M. It was moved, seconded and voted 5:0 to accept Gavin Circle as a public way. Board of Survey Meeting of April 14, 1986 Page 2 ' Mr. Boucher read the Notice of Public Hearing at 7: 15 P.M. regarding the laying out as a public way the following roadway, under the Betterment Act: Eastway from Pearl Street to the end. There were 13 abuttors present. Asst. Supt. Redford explained the project and the fact that at the time of the original petition from the residents of Eastway, the cost was approximately $30,000.00. The cost is now approximately $36,000.00. Mr. Redford informed the abuttors that the Finance Committee and the Board of Public Works have both recommended against approval of this project because of the "up front" costs involved. Many of the abuttors expressed their displeasure with the actions ' of the Board of Public Works. It was moved, seconded and defeated 0: 5 (all opposed) to reconsider the Board's policy on acceptance of part of a roadway as a public way. It was moved, seconded and voted 5:0 to close the hearing at 7:40 P.M. The meeting adjourned at 7:40 P.M. Respectfully submitted, Secretary ( 0
