A meeting of the Board of Survey convened in Room 16, Municipal
Building at 8: 30 P.M. Present were Chairman Barker, Secretary Hampson,
Board Members Griffin and Boucher, and Asst. Supt. William A. Redford.
Mr. Hampson read the Notice of Public Hearing at 8130 P.M.
regarding the approval, disapproval or modification of definitive plans
titled "Pine Grove Estates" for a proposed roadway named Olde Reading Lane
extending three hundred (300) feet westerly off Haverhill Street (between
number 444 and 456 Haverhill Street.) a second proposed roadway named Pine
Grove Road extending one thousand and ninety (1,090) feet southeasterly
off Rustic Lane (between 50 and 60 Rustic Lane) and a third proposed
roadway named Cedarwood Circle extending two hundred and seventy-five
(275) feet northerly off proposed Pine Grove Road (between proposed lots
10 and 14). The subdivision proposes to resubdivide existing lots
referenced by the Reading Assessors as Plat 183, Lots 2, 3, 5 and 7, and
Plat 166, Lot 12 into twenty-three (23) lots and three (3) proposed
roadways.
Chairman Barker introduced the members of the Board and the
Department.
There were approximately 20 abuttors present, as well as O.
Bradley Latham, Attorney for the Applicant, Bill Jones, Engineer for the
Applicant, and Don Martinage, the applicant.
Atty. Latham stated in 1973 a 36 lot subdivision was approved by
the Board of Survey. In 1982 a new modified plan was proposed. That
proposal called for a long roadway off of Haverhill Street. The Board of
Survey approved that subdivision, however, because of zoning of the Flood
Plain, the Board of Appeals did not grant a release.

Bill Jones of Dana Perkins stated the present configuration is
for a total of 22 homes being constructed off of the three roadways. All
of the lots conform to the zoning requirements. Water supply willbe
obtained by looping from the existing 8" main on Haverhill Street. This
project will come under the Departments 2/1 Inflow Infiltration policy. We
have also proposed to expand the existing flood storage area.
Asst. Supt. Redford explained his 16 items of concern (copy
attached).
Chairman Barker read into the record the letters from the
Conservation Commission, the Fire Department, the Board of Health, and
Curt E. and Sally C. Nitzsche of 463 Haverhill Street (copies attached).
Mr. Boucher stated I am going to abstain from discussing and
voting on this subdivision as this may be a possible conflict of interest.
Mr. Griffin stated my personal concern is with traffic on
Haverhill. Street and my second concern is with the drainage in the area.
Asst. Supt. Redford reported that the Safety Officer was checking
into this proposed intersection and since the Police Chief was not
available, the letter will be forthcoming from them prior to the time of
action.
Mr. Jones of Dana Perkins stated the Subdivision you will see is
identical to the modified plan approved by the Board of Survey in 1962.
Atty. Latham stated we should consider that in 1982 this proposal
was for 14 house lots. There is less traffic impact as the plan is now
proposed.
Mr. Vittorio Ricci of 494 Haverhill Street stated Haverhill
Street is very heavily travelled. The water that goes through my property
is also very heavy. I clean out the pipe on my property every Spring and
Fall to allow the water to flow through. If the road goes through to
Haverhill Street, it willbe a real mess, you will need a traffic light.

I an very much opposed to the roadways going through to Haverhill Street.
Chairman Barker stated before this project can be approved and
before any construction can begin, both the Board of Survey and the
Conservation Commission must approve it.
Kenneth A. King of 65 Rustic Lane asked what about the water
table?
Bill Jones replied there will be a temporary holding basin
constructed.
Sanford Matathia of 439 Haverhill Street asked has the applicant
submitted any data with respect to traffic on Haverhill Street?
Mr. Jones replied no, that is not something we would normally do.
Mr. Matathia asked I am wondering whether the Board would
entertain a request for traffic data including speeds and traffic counts
during commuting hours.
Mr. Jones replied I believe you will get something of that nature
from the safety officer.
Mr. Matathia stated I would like to go on record and corroborate
the reports of Mr. Ricci, and that in addition there have been numerous
accidents that have occured precisely in the location of the proposed
entrance on to Haverhill Street.
Mr. Musto of 66 Rustic Lane stated I share the concern of the
people of their traffic concerns. I am also very concerned with the back
ends of Lots B and I which will abut my property.
Carol Fountain of 66 Rustic Lane asked are the houses as shown on
the plan where they are going to be actually built? What is your plan for
this particular area? Are you going to take down all the trees, or leave
some?
Mr. Jones replied the net effect is that is up to each individual
owner.

Atty. Latham stated today economics dictates that they try and
M minimize the impact on the area.
Mrs. Folger of 443 Haverhill Street stated many people use my
driveway to turn around now. I feel they are going to use the roadway as
proposed to turn around in. I have sat in my driveway as long as five
minutes to wait to get out even at 6;30 A.M.
Carol Fountain of 66 Rustic Lane asked what is the procedure now?
Do we have any recourse against this?
Chairman Darker stated we will close this hearing, study the
input and render a decision before April 24.
Mr. Jones of Dana Perkins stated we would have no problem
immediately securing someone to perform a traffic study at that specific
site. We will get on that tomorrow morning and inform the Board of our
1 results.
Mr. Griffin asked do you recall any traffic information from
preceding hearings?
Mr. Redford replied I will research these filings and their
documentation.
Mr. Hampson asked is there any reason why the retention area
couldn't be constructed near the three homes on Olde Reading Lane?
Mr. Jones replied there is floodplain in that area which we
wouldn't be allowed to cross.
Mr. Matathia requested a historical look at traffic accidents on
the curve at Haverhill Street.
Mr. Redford replied if you are looking for specific information
and a general listing of accidents, you should contact the Police
Department directly.

It was moved, seconded and voted 3:0: 1 (Mr. Boucher abstaining)
to close the hearing at 9:45 P.M.
The following abuttors have requested copies of the traffic study
and notice of the date for decision:

Carol Fountain, 66 Rustic Lane
Jennifer Aufiero, 36 Rustic Lane

The meeting adjourned at 9:45 P.M.

The Reading Department of Public Works Engineering Division, after
review of the information filed to date, submits the following list of concerns
and comments:
1. Formal action on this subdivision is required by April 24, 1986.
2 The proposed drainage system lacks the required depth of cover.
3. The proposed verti.cle curves are not desirable and do not conform
to standards.
4. The proposed roadway profiles at Rustic and Haverhill intersections
are not the 'sli.ght negative grade' desired.
S. No sewer verticle drop configuration is shown on Olde Redding Lane.
6. Standard sight easements, tree planting & side-sloping, roadway
roundings are provided on Olde Redding Lane
7. The proposed sidewalk layout (Olde Redding Lane) does not
conform to the required roadway cross-section (it angles in to
a position against the road pavement - no tree lawn).
S. The proposed water, main profile is undesirable on lots 7 & B.
9. Catch basins at intersections are not provided.
10. The proposed roadway names conflict with existing roads.
1 11.. The proposed sewer connection on Haverhill Street should be. changed
due to the existing g� sund water conditions.
12. The water main ending configuration, hydrant connections near main ends
and sewer main ends should he revised at both cul-du-sacs.
13. No cul-du-sac gutter profiles have been submitted.
14. No access to the drain easement on lots 1 - 4 has been provided.
15. Additional width of easement should be provided on lots 14 & 15,
and on lots 8, 17 & 18.
16. Additional length of easement should be provided on lots 16.
1.7. The roadway length of Fine Grove Road exceeds the 900 ft. limit.

RE : Definitive Plan, Pine Grove Estates
Dear Mr. Barker:
The Commission has reviewed the above-referenced plan and
offers the following comments :
1. The proposed house for Lot 18 represents a wetland
filling and steep side slopes immediately next to a wetland.
The Commission will look critically at the present orientation
of this lot.
2. The present Lot 20 also significantly impacts the
' adjacent wetland. The Commission will request an alternate
orientation of this lot.
3. At the time of this writing, the Commission has not
completed its review of the submitted drainage calculations for
this project. The Commission will be looking to see that the off-
site increase in peak runoff from the subject site be mitigated
onsite with a safe, maintainable detention system.
4. The wetland crossing of the utilities from Haverhill Street
is a necessary alteration which the Commission accepts as warranted
wetland alteration.
It would appear that generally this proposal is consistent with
the guidelines and performance standards of the Commission. At this
time, the major concern of the project is the verification of the
drainage projections as proposed.
During the design phase of this project the proponent has
worked closely with the Commission in an effort to create an
effective solution to this site's zoning and environmental con-
straints. The Commission is generally in approval with this Definitive
Plan. However, final determination on the drainage aspect of this
plan will be forthcoming.

Regarding the "Pine Grove Estates" proposal which will be the
subject of a definitive hearing on Monday, March 17, 1986, I am not
opposed to the plan but am strongly opposed to the proposed roadway
names.
Presently within the Town the following named streets exist:
Reading Terrace
Red Gate Lane
Pine Ridge Road
Pine Ridge Circle
Pinevale Ave.
Cedar Street
Cedar Glen Apts.
There is too much chance for error in emergency situations where
streets have similar sounding names. I suggest that this be taken
into consideration when other names are selected.

Dear Mr. Fletcher,
The Board of Health members have reviewed the definitive sub—division plan
entitled, "Pine Grove Estates", and offer the following comments.
1. The sub—division will be sewered by the municipal sewerage system.
2. The sub—division will be serviced by municipal water. The plans indicate
that the water system will be looped between Rustic Lane and Haverhill
Street. Cedarwood Circle, which is less than 500 feet, will have a dead—
end blow—off system.
The Board recommends approval of this plan.

RE: Definitive Hearing - Pine Grove Estates (� -1'7-16
Gentlemen:
We anticipate not being able to attend this hearing. However
of specific concern is the street 'tilde Reading Lane" with access
onto Haverhill Street, This is an extremely poor location safety-wise
for a street because of the configuation of Haverhill Street, 'here
is a curve and a hill which make visability very poor at this particular
location, In addition, it appears that this street does not have
the required rounded corners,
For these reasons, we request that the Board of Survey not
support this particular portion of the sub-division as proposed
until the safety issue and the proper access is addressed.
