A meeting of the Board of Survey convened in Room 16, Municipal
Building at 7:45 P.M. Present were Chairman Barker, Secretary Hampson,
Board Members Griffin and Boucher, Superintendent A.V. Fletcher, P.E. and
Assistant Superintendent William A. Redford.
It was moved, seconded and defeated 0:4 to accept the Preliminary
Subdivision Plan entitled, "Preliminary Subdivision of Maplewood Estates
in Reading, Mass. dated August 29, 1965".
It was moved, seconded and voted 4:0 to disapprove the
Preliminary Subdivision Planf or Maplewood Estates for the 17 reasons on
the attached memo, and that the following two comments be directed to the
developer:
1. In view of the size of this proposed subdivision, the
Developer may be required to conform to the Board of Public
Works 2 for 1 I/I replacement policy.
2. In addition to the previous requirements, the Board is
very concerned about the sensitive nautre of the existing
weltand areas included within this tract of land. Any
Definitive Plan submission will require a comprehensive
Environmental Impact and Evaluation Statement, detailed
surface water drainage design, and detailed final grading
plan.
The meeting adjourned at 7:45 P.M.

Subject: Preliminary Subdivision - Maplewood Estates
After review of the submitted revised plans for this subdivision
and the input received to date, I recommend the following Board action:
A. The Board DISAPPROVE .the Preliminary Subdivision Plan entitled
"Preliminary Subdivision of Maplewood Estates in Reading, Mass. dated
August 29, 1985" (consisting of 3 sheets) due to the items listed
below.
1. No filing was submitted to the Conservation Commission or the Board
of Health.
2. 'Planning Board' references must by changed to 'Board of Survey'.
3. No sight easements are shown at the Forest Street intersection.
4. A required stone bound is not indicated (between lots 3 and 4).
S. The temporary slope and tree planting easements are not the
required 20 foot width.
b. The proposed drain lacks the required 4' cover.
7. The proposal will result in grade conflicts between the various
utilities?
B. The proposed water main is on the wrong side (must be on west).
9. The Hydrant layout is not satisfactory (should be located between
lots).
10. No storm water retention or runoff mitigating device is indicated.
(The proposal shows the additional run-off discharging
directly into an existing system, after upgrading by the
developer, into an area with known drainage problems)
11. The proposed catchbasin locations are not at the roadway low
points.
12. The proposed roadway layout does not allow for full sight and
' sidesloping/tree planting easements in some areas.
13. The proposed roadway profile does not comply with the Board of
Survey regulations (verticle curves).
14. The proposed & existing profile does not extend to the end of
the cul-de-sac (sheet 2).

15. The proposed grading significantly effects the existing lots owned
by Johnson and Dobbins.
' 16. The proposed sewer manholes do not comply with current standards.
17. The proposed roadway does not extend to the non-subdivided adjoin-
ing property to the north (utilizing a 'temporary turnaround').
B. The Board INCLUDE the following item:
Io view of the size of this proposed subdivision, the
Developer may be required to conform to the Board of Public

C. The Board INCLUDE the following in the letter of disapproval :
In addition to the previous requirements, the Board is very
concerned about the sensitive nature of the existing wetland
areas included within this tract of land. Any Definitive
Plan submission will require a comprehensive Environmental Impact
and Evaluation Statement, detailed surface water drainage design,
and detailed final grading plan.

RE : Preliminary Subdivision Plan.
Dear Mr. Barker:
The Commission would like to offer the following
comments on the above-referenced proposed project:
(1. ) It should be noted that inspite of Board of Survey
regulations, the Commission was not provided with
copies of this preliminary plan.
(2. ) The plan, as presented, provides no mitigation
for the increased peak runoff from the developed
site. Because the project is high in the water-
shed, onsite remedy for this projected increase
will be required.
