' A meeting of the Board of Survey convened in Room 16, Municipal
Building at 8: 10 P.M. Present were Chairman Barker, Secretary Hampson,
Board Members Griffin and Boucher, Superintendent A.V. Fletcher, P.E. and
Assistant Superintendent William A. Redford.
Mr. Hampson read the Notice of Public Hearing at 8: 10 P.M.
regarding the approval, disapproval or modifications of plans for a
proposed roadway extending northerly off Forest Street (across from
Wadsworth Road) which proposes to resubdivide an existing lot referenced
by the Reading Assessors as Plat ISB, Lot 280 into four (4) new lots and a
proposed roadway extending northerly off Forest Street opposite Wadsworth
Road. The proposed subdivision will service four (4) building lots.
Chairman Barker welcomed everyone to the meeting and introduced
the members of the Board and the Department.
There were eleven abuttors present.
John Paulson, Engineer for the applicant, made a presentation. He
stated this is a four lot subdivision, with a 450 foot roadway. The slope
of the roadway peaks toward Forest Street. We have designed the road to
maintain as much as possible the current slope.
Mr. Redford stated this is a preliminary hearing. There must be a
definitive public hearing before anything is voted on by this Board. There
are 18 items of concern to the Engineering Department (attached). He added
that the Conservation Administrator has been on vacation, but will submit
his comments prior to the Board's decision.
Mr. Boucher asked is the length of the cul-de-sac within the
limits of our regulations?
t Mr. Redford replied yes, the Rules and Regulations do require
extending the roadway to undeveloped land for future development.
Mr. Griffin asked for a review of the drainage.

' Mr. Redford replied that currently it is proposed to extend an
existing drain system. Most of the lots will drain into the system and
discharge southerly below Forest Street through an existing drain easement
and drain system and flow generally southerly until it gets close to Birch
Meadow and into the Aberjona. They are proposing to upgrade the existing
town 12" main to a 15" or 18".
Mr. Hampson asked how far is the Aberjona Channel from here?
Mr. Redford replied this ends just easterly of Whittier Road.
This should help the problem, but may not totally alleviate it.
Mr. Hampson asked is there some way the developer could clean up
the ditch instead of installing a retention pond.
Mr. Redford replied this is only a preliminary hearing and we
have not yet heard from the Cosnervation Commission, they may require a
' retention area.
Roy Parsons of 13 Forest Street asked what is the distance from
the building at 25 Forest Street to the proposed roadway?
Mr. Redford replied approximately 16 feet.
Many of the abuttors expressed concern with the traffic problems
that may be created on Forest Street due to this new subdivision.
Chairman Barker stated the Board must act on this filing by _
December 16 and we will make every effort to do so.
It was moved, seconded and voted 4:0 to close the hearing at 8:45
P.M.

The Reading Department of Public Works Engineering Division,
after review of the information filed to date, submits the following list
of concerns and comments:
' 1. Formal action on this subdivisionlis required by December 16, 1985.
2. 'Planning Board' references most by changed to 'Board of Survey'.
3. No sight easements are shown at the Forest Street intersection.
4. An additional stone bound is required (between lots 3 and 4).
S. Temporary slope and tree planting easements must be 20 feet in
width (not 10' as shown).
6. The proposed drain lacks the reguired 4' cover.
7. What provisions are being proposed for grade conflicts between the
various utilities?
B. The proposed water main is on the wrong side (must be on west).
9. The Hydrant layout should be located between lots.
10. No storm water retention or runoff mitigating device is indicated.
(it appears that the additional run-off will be discharged
directly into an existing system, after upgrading by the
developer, in an area of known drainage problem area)
' 11. The proposed catchbasin locations do not appear to be at the low
points or the most advantages areas.
12. The proposed roadway layout does not appear to allow for full
sight and sidesloping/tree planting easements in some areas.
13. The proposed roadway profile does not comply with the Board of
Survey regulations (verticle curves).
14. The proposed & existing profile does not extend to the end of
the cul-de-sac (sheet 2).
15. The proposed grading significantly effects the existing lots owned
by Johnson and Dobbins.
16. The proposed sewer manholes do not comply with current standards.
17. This proposed subdivision, due to the size, may be required to
conform to the Board of Public Works' 2 for i Sewer I/I policy.
18. Consideration should be given to the use of a 'temporary dead-end'
and the extension of this roadway to the land owned by Rand.

In accordance with current State statutes, no person shall make a
subdivision of land unless they have first submitted a plan and filing to
the Board of Survey. The Board must hold a public hearing and act on the
submission (approve, approve with modifications, or disapprove) within 60
days. The Board uses the forum of the public hearing to obtain reports,
information and concerns specific to the submitted plans from the
developer, Board of Health, Conservation Commission, various Boards and
Committees and effected public.
The Board uses the remaining time within the 60 day limit to
deliberate on all the information presented and reviews the subdivision
plan and filing for its conformance with State requirements, local zoning
ordinances and the Town's Subdivision Rules and Regulations.
In the case of this Preliminary Plan Hearing, a more detailed
submi.sison of these subdivision plans is required and an additional
(Definitive) hearing conforming to the same requirements described above
must be held prior to any utility or housing construction.
The Board of Survey encourages all individuals affected by this '
planned development to offer input consistent with the provisions of
Subdivision Control Law during the hearing process.
This hearing will follow the procedure described below:
1. Chairman calls the hearing to order.
2. Secretary reads the legal notice of the Public Hearing.
3. Chairman introduces Board, Department, Applicant, etc.
4. Presentation of proposed Development by Applicant.
S. Comments on the proposal and Review of submitted information:
a) Department of Public Works - Engineering Division;
b) Attending Boards and Officials;
c) Written correspondence by any Boards, Officials, and/or
public.
6. Chairman opens the hearing to discussion:
a) Board of Survey;
b) Attending Boards and Officials;
c) Attending Public.
7. Chairman indicates that the Board intends to close the hearing,
deliberate on the information presented, and act on the
submittal prior to December 16, 1985; and indicates that the
plans and the department are available for additional review
and comments.
8. Secretary makes motion to close the hearing.
9. Board votes on motion to close the hearing.
