' A meeting of the Board of Survey convened in Room 16, Municipal
Building at 8: 15 P.M. Present were Chairman Barker, Secretary Hampson,
Board Members Griffin and Boucher, Supt. A.V. Fletcher, P.F. and Asst.
Supt. William A. Redford.
The Board next discussed the Grant Street Extension Preliminary
Subdivision. There were four abuttors present.
It was moved, seconded and defeated 0:4 to approve the
Preliminary Subdivision Plan entitled "Preliminary Plan and Profile of
Grant Street Extension in Reading, Ma. dated August 3, 1985".
It was moved, seconded and voted 4:0 that the document include
the following provision in any future approval of this plan; in view of
the existing driveways, the Board would expect detailed plans of the areas
Iand satisfactory provisions to limit the inconvenience and access problems
to the two (2) existing homes in any additional preliminary plan filings
or a definitive filing.
It was moved, seconded and voted 4:0 that the letter of
disapproval include the items listed on the attached memo as well as the
following; In addition to the previous requirements, any Definitive Plan
submission will require a comprehensive Environmental Impact and
Evaluation Statement, detailed surface water drainage design, detailed
final grading plan, and extensive legal research detailing what deeded
rights are shared by the developer and the existing lot owners to this
"paper street".
The Board adjourned temporarily at 8:30 P.M. to meet as the Board
of Public Works.
The meeting reconvened at 8:45 P.M.
The Board next discussed the Preliminary Subdivision off Forest
Street.

' It was moved, seconded and voted 0:4 to approve the Preliminary
Subdivision Plan entitled "Preliminary Plan, Beading, Ma. dated July 24,
1985" due to the items listed on the attached memo.
It was moved, seconded and voted 4:0 that the Board disapprove
the Preliminary Plan for the seven reasons cited by the Department, and in
the letter of disapproval include the following two items:
1. In view of the size of this proposed subdivision, the
developer may be required to conform to the Board of Public Works' 2 for 1
I/I replacement policy.
2. In addition to the previous requirements, the Board is very
concerned about the sensitive nature of the existing wetland areas
included within this tract of land. Any Definitive Plan submission will
require a comprehensive Environmental Impact and Evaluation Statement,
detailed surface water drainage design, and detailed final grading plan.
It was moved, seconded and voted 4:0 to accept the new
Performance Bond on Colonial Drive Extension Subdivision.
It was moved, seconded and voted 4:0 to release the old
Performance Bond dated May 24, 1985 on Colonial Drive Extension.
It was moved, seconded and voted 4:0 to release the Building and
Conveyance Restrictions contained in the Covenant Agreement dated January
IJ, 1984 on lots 2 through 4 inclusive, SA thorugh IDA inclusive, 5B
throught IOB inclusive, and 11 through 1.2 inclusive on Colonial Drive
Extension Subdivision.
The meeting adjourned at 9:00 P.M.

Subject: Grant Street Extension Preliminary Subdivision
After review of the submitted revised plans for this subdivision
and the input received to date, I recommend the following Board action:
A. The Board DISAPPROVE the Preliminary Subdivision Plan entitled
"Preliminary Plan and Profile of Grant St. Ext. in Reading, Mass.
dated August 3, 1985" due to the items listed below.
1. This proposed roadway profile does not comply with intersection
requirements.
2. The proposed utilities and roadway construction does not extend
to the westerly lot line of Plat 69 Lot 55.
3. The proposed intersection at Summer Avenue does not allow for a
pedestrian area.
4. No storm water runoff mitigating device is indicated.
S. No sight and sidesloping/tree planting easements are shown.
6. The proposed catch basin configuration at the Summer Avenue
intersection is not acceptable or desired.
7. No proposed wheelchair ramps are indicated on any of the inter-
sections.
S. No sidewalks are shown.
9. No provision of a cul-de-sac (or temporary turn around) is shown.
10. The minimum size of the proposed sewer main is less than the
required eight (8) inch diameter.
B. The Board INCLUDE the following item:
In view of the existing driveways, the Board would expect
detailed plans of the areas and satisfactory provisions to limit

C. The Board INCLUDE the following in the letter of disapproval :

Subject: Preliminary Subdivision off Forest Street
After review of the submitted revised plans for this subdivision
and the input received to date, I recommend the following Board action:
A. The Board DISAPPROVE the Preliminary Subdivision Plan entitled
"Preliminary Plan, Reading, Mass. dated July 24 1985" due to the items
listed below.
1. No proposed roadway name is indicated.
2. The proposed sewer main fails to adequately serve four of the five
lots (seperate ejectors are indicated) and a gravity system con-
necting to Grove Street or the Camp Rice Moody Interceptor should
be considered in any Definitive filing.
3. No Drain catch basins are indicated at the Forest Street intersec-
tion.
4. The proposed water main and Hydrant layout should be located on
the lot line between lots 3 and 4.
S. The proposed roadway layout does not allow for full sight and
sidesloping/tree planting easements along the full roadway
length.
b. The proposed roadway profile does not comply with the Board of
Survey regulations (verticle curves or grades at intersections).
7. No proposed wheelchair ramp is indicated on the easterly curb
line.
B. The Board INCLUDE the following item:
In view of the size of this proposed subdivision, the
Developer may be required to conform to the Board of Public

Dear Mr. Fletcher,
The Board of Health members reviewed the plan of the Forest Street
sub-division and wish to make the following recomendations.
As the dwellings will be sewered via individual pumping stations, each
dwelling should be sewered via gravity system. In the event the dwellings
cannot be sewered by gravity the following recommendations should be addressed.
I. A retention sump for pumps be designed to have a one day retention
period.
2. Local alarms be installed for each pumping station.
3. Indicate on the deed for each dwelling that the property is being
served via a pumping station and a 4D main, which are the owner's
responsibilities to maintain.

Re: Preliminary Plan, Off Forest Street
Dear Mr. Barker:
The Commission has reviewed the Preliminary Plan for
the above-referenced proposed sub-division and offers the
following concerns:
'41) The proposed house construction on Lot 3
appears to significantly present a potential
impact on the nearby wetland area. When
this project is presented to the Commission,
this lot will be critically reviewed for its
consistency with the use of the buffer zone
on the previous Sunrise Homes on Forest St.
(2) The proposed plan does not include any means
to control the increased rate of runoff from
the subject site. The Commission will require
some means of onsite detention, unless it can
be proven to be not necessary (note: down-
stream flooding conditions are known to exist) .
Thank you for this opportunity to present the concerns of
the Commission.
