A meeting of the Board of Survey convened in Room 16, Municipal
Building at 8:40 P.M. Present were Chairman Barker, Secretary Hampson,
Board Members Griffin and Boucher, Supt. A.V. Fletcher, P.E. and Asst.
Supt's. McIntire and Redford.
The Board discussed the Performance Bond taking on Gavin Circle.
Supt. Fletcher stated we recommend no action be taken at this
time. There is minor work to be done (two driveways and reseeding of tree
lawns).
Chairman Barker asked what is the time frame for the completion
of this subdivision?
Mr. Redford replied I would guess he is six months behind in his
progress. If he is not done by Labor Day, I will come before the Board
again.
The Board adjourned temporarily at 8:45 P.M. to meet as the Board
of Public Works.
The meeting reconvened at 9: 15 P.M.
The Board next met with James Pacy, the developer of Buckskin
Drive.
It was moved, seconded and voted 4:0 that the Board take all
monies held ($45,000.00) as security for the completion of this
subdivision in accordance with the provisions of an Agreement dated May 5,
1983 executed by Land Realty Trust and Merchants Cooperative Bank to the
benefit of the Town of Reading, pursuant to the provisions of
Massachusetts General Laws, Chapter 41, the Town of Reading Board of
Survey Subdivision Rules and Regulations, Reading Town Meeting
authorization voted under Article 33 on April 22, 1985, and any and all
other applicable Laws, By-laws and Regulations.
Mr. Boucher asked what progress has been made since we met on
July 8th?

Mr. Redford replied as of noon today, the only thing that was
done was the binder course on the sidewalks. Granite bounds were on the
side in a pile. As of this evening, some road grading along the sidewalks
was done. At the meeting of July 8, my indication was the Board was
looking for four specific tasks to be completed; both courses of the
sidewalks, the bounds and the levelling course of the roadway. On
inspection, the work done is totally incorrect.
Mr. Griffin stated I have been by there several times and have
seen very little progress.
Chairman Barker stated I too inspected the site and I am not
pleased with the work up there. I see no reason to prolong this
discussion.
Mr. Pacy stated, in his defense, that the reason there isn't more
' done is because of the scheduling of his contractor.
Chairman Barker stated I do not believe that the work up to right
now meets minimum satisfactory quality standards.
The meeting adjourned at 9;30 P.M.
