A meeting of the Board of Survey convened in Room Ib, Municipal
Building at 7145 P.M. Present were Chairman Barker, Secretary Hampson,
Board Members Wood, Polychrones and Griffin, Superintendent A.V. Fletcher,
P.E. and Assistant Superintendent's McIntire and Redford.
Regarding the Preliminary Plan Phase III - Sanborn Village, Supt.
Fletcher stated I would recommend that the Preliminary Plan be disapproved
in accordance with the items specified by Asst. Supt. Redford in his memo
dated February 1, 1985 (attached).
Supt. Fletcher stated a good number of these items are already
being addressed by their Fnaineer.
It was moved, seconded and defeated 0: 5 (all opposed) to approve
the Preliminary Plan - Phase III - Sanborn Village.
It was moved, seconded and voted 5:0 to disapprove the
Preliminary Subdivision Plan entitled "Preliminary Plan - Phase III -
Sanborn Village - dated October 25, 1984" in accordance with Asst. Supt.
Redford's memo.
The meeting adjourned at 7: 55 P.M.

MEMORANDUM

Subject: Preliminary Plan Phase III Sanborn Village
After review of the submitted plans for this subdivision and the
input received at the January 7.4, 1985 Public Hearing, I recommend the
following Board action:
A. The Board DISAPPROVE the Preliminary Subdivision Plan entitled
"Preliminary Plan - Phase III Sanborn Village - dated October 25,
1984". due to the ten (10) items listed below.
1. The proposed sidewalk layout (station 9+0 to 14+0) does not
conform to the required roadway cross-section (it angles in to
a position against the road pavement - without any provision of
a tree lawn).
2. The proposed Verde Circle does not have the required sidewalks.
3. The proposed Verde Circle roadway layout is less than the required
50' width.
4. The proposed 2 to 1 side slope exceeds the maximum (3 to 1).
S. Insufficient roadway layout information (centerline or sideline
curvature data) has been submitted from station 6+50 to 13+50.
6. The 150' verticalcurve at station 11+50 does not conform to AASHO
recommendations.
7. The two proposed lots at the end of Rivers Lane do not have
sufficient legal frontage.
8. The proposal creates a large tract of land to the West without
sufficient legal frontage.
9. The proposed name of Rivers Lane conflicts with the existing
roadway Riverside Drive.
10. Additional catchbasins must be provided on Rivers Lane.
B. The Board include the following as additionalcomments in their
descision:
a. The proposed utility layout results in a conflict with the Drain
and the Water systems station 12+50 to 15+0.
' b. The proposed sewer main should be located within Rivers Lane and
not in an easement on lots 14 d 15 (no sewer services lot 3).
C. The proposed sewer indicates servicing two (2) large undeveloped
tracts of land. A master plan of the area must be compiled prior
to the definitive sizing of the proposed system.

d. The substantial fill (b' ) indicated on Sanborn Lane will impact
the existing separately owned abbutting properties and must be
addressed in any Definitive filing.
e. This proposed sewer main extension and development will be required
to conform to the Town of Reading Board of Public Works' 2 for 1
Inflow/Infiltration elimination policy prior to any approval of a
Sewer Main Extension Permit Application.
f. The Roadway name and accessway conflict (lilah Lane, Sanborn Lane,
and the Cedar Glen fire access road) must be addressed in any
Definitive filing.
g. In addition to the previous requirements, the Board is very
concerned about the sensitive nature of the existing wetlands
abhutting this tract of land. Any Definitive Plan submission
will require a comprehensive Environmental Impact and Evaluation
Statement and a detailed surface water drainage design that address
all potential impacts of the increased runoff (both upstream and
downstream of Sanborn Lane).
