' A meeting of the Board of Survey convened in Room 16, Municipal
Building, Reading, Ma. at 10:20 P.M. Present were Chairman Barker,
Secretary Hampson, Board Members Wood, Polychrones and Griffin, Supt. A.V.
Fletcher, P.F. and Asst. Supt. 's McIntire and Redford.
The Board first discussed the Colburn Road Extension Subdivision.
There were ten interested abuttors present.
Asst. Supt. Redford stated at the original hearing the Department
submitted a number of concerns. After a review of informatinn received
from the Conservation Commission, Board of Health, etc. the Department is
suggesting the Board take a number of actions as outlined in his memo
dated October 1st. (attached).
It was moved, seronded and defeated 0:5 to accept the Colburn
Road Extension Subdivision Preliminary Plan as received September 27,
1984.
It was moved, seconded and voted 5:0 to include in the letter of
disapproval Items B and C as articulated in the memo dated October 1,
1984.
The Board next reviewed the Asst. Supt's memo regarding Colonial
Drive Extension Subdivision.
Mr. Redford stated that as of October IS at 11:00 A.M. no revised
plan has been received for further review.
Attorney Latham submitted a letter from the developer granting a
45 day extension to the Board for review of the unresolved/non-addressed
items of concern.
It. was moved, seconded and voted S:0 to grant the request of
Latham & Latham P.C. for a 45 day extension to the Board for review until
Decpmher 10, 1984.

' The Board next reviewed the letter from Attorney Wagner of Latham
& Latham regarding the porch construction at 50 Willow Street.
Supt. Fletcher stated the Department comment is that this does
not affect anything, but where is this going to stop? The Building
Inspector should he doing something about this type of construction.
Mrs. Wood moved that the Board of Survey determined that the
porch at BO Willow Street is not land that is subject to flooding under
Section 4.4.4.2 of the Zoning By-Laws. The motion was seconded and
defeated 114 (Mr, Barker, Mrs. Wood, Mr. Griffin and Mr. Hampson opposed).
Mrs. Wood moved that a letter be sent to the Board of Appeals
regarding the vote and the fact that there is no proof that this is not
subject to flooding per Section 4.4.4.2 and that the porch was built in
violation of the Sy-Laws. The motion was seconded and voted 4: 1 (Mr.
Polychrones opposed).
The meeting adjourned at I1: 1S P.M.

Subject: Colburn Road Extension Subdivision
After review of the submitted plans for this subdivision and the
input received at the September 27, 1984 Public Hearing, I recommend the
following Board action:
A. The Board DISAPPROVE the Preliminary Subdivision Plan entitled
"Colburn Road Extension - dated August 15, 1984" due to the five
items listed below.
1. Lot 4 DOES NOT have the required frontage as outlined in the
Reading Zoning Bylaw Section 5.2.2.
2. Lot 3 DOES NOT have the required Physical Access referred
to in the Reading Zoning Bylaw Section 2.2.13.
3. Lot 3 DOES NOT comply with current Reading O.F.W. Policy
concerning access to a way [No access shall be allowed
at the end of a roadway (except on a cul-de-sac) ).
4. The proposed Drain Configuration DOES NOT have the reguired
drain manholes (combination catchbasin-manholes are
not permited).
S. The proposed Drain Configuration DOES NOT have indicate any
method to limit the impact of the increased runoff
caused by the planned development.
B. The Board include the following in the letter of disapproval:
In addition to the previous requirements, the Board is
very concerned about the sensitive nature of the existing
wetlands included within this tract of land. Any
Definitive Plan submission will require a comprehensive
Environmental. Impact and Evaluation Statement and a detailed
surface water drainage design.
C. The Board CONSIDER including the following item (if appropriate):
In view of the extensive wetland nature of this tract
of land, the Board would consider a waiver of the "connec-
tion with uncompleted extensions of adjacent ways" require-
ment of the Reading Board of Survey Rules and Regulations
Section 5.0.4.

Subject: Avalon Estates Subdivision
The department has received revised plans for this subdivision
that addresses the items of concern presented at the September 27th
hearing.
I recommend the following Board action:
1. The Board RESCIND their Approval of the subdivision entitled "Avalon
Estates - dated May 8, 1984"; and
2. The Board APPROVE the subdivision entitled "Avalon Estates - dated
October 1, 1984"subject to the following conditions:
a) The submission of a satisfactory Covenant Agreement by
October 31, 1984;
b) The submission of a satisfactory Conveyance of Easements &
Utilities by October 31, 1984;
c) The submission of a satisfactory 100 Scale Plan by October
31, 1984;
d) The submission of satisfactory Center Line and Street Line
coordinates by October 31, 1984;
e) The Developer's agreement to complete the proposed Drainage
work including the installation of the 20" Drain
Pipe and the construction of the Retainage Area
prior to any other subdivision construction; and
f) The Developer's agreement to limit Construction Equipment
access to the development site via the West Street
Frontage and excluding their access via Avalon
Road.
