HomeMy WebLinkAbout1984-06-14 Board of Survey Minutes Board of Survey Meeting of June 14, 1964 Page 1 A meeting of the Board of Survey convened in Room 16, Municipal Building at 7:30 P.M. Present were Chairman Barker, Secretary Hampson, Board Members Wood and Griffin, Superintendent Anthony V. Fletcher and Engineering Division Representative William A. Redford. Also present was Attorney Brad Latham. The first order of business was a discussion of the Lilah Lane Subdivision. The Superintendent recommended the Board sign the Release of Restrictions in that the easements are in order. It was moved, seconded and voted 4:0 that the Board Release Lot K as shown on "Definitive Plan, Sanborn Village, Reading, Me." dated July 22, 1963 as approved on December 6, 190. Lot K should not be considered as a separate building lot, but should be considered as part of Lot 1. The Board next discussed the Pine Grove Estates Subdivision off Haverhill Street. Attorney Latham stated the Board of Survey approved the subdivision on the subject property last year. However, the Zoning Board of Appeals failed by a vote of 2-1 to grant a variance to allow a minimal crossing of the upper limits of the flood plain district. As a consequence, litigation ensued. He stated his client, Stoneham Savings Bank, in an effort to resolve this matter on a local level, has reached an agreement with certain abutters to the property to allow alternative access to the property. He stated we will be looking for a roadway length waiver in the future. Board of Survey Meeting of June 14, 1984 Page 2 ' Mr. Griffin asked do you have a date in Superior Court for the Hearing? Attorney Latham replied no. Mr. Hampson asked how many houses will be in the Subdivision? Attorney Latham replied I don't know. The original plan had 34 or more houses. The development now would call for approximately IS lots. We are avoiding the creation of a heavy intersection by going in through Rustic Lane. Mr. Hampson stated I would request that you come in with a Preliminary Plan and a Public Hearing with the Board of Survey. The Board adjourned temporarily at 7:45 P.M. to meet as the Board of Public Works. The meeting reconvened at 8: 00 P.M. Mr. Hampson read the Notice of Public Hearing at 8: 00 F.M. regarding the approval, disapproval or modification of plans for a subdivision located off Colonial Drive within an area northerly of Brewer Lane, Colonial Drive, and Beaver Road and easterly of Latham Lane. There were three abutters present. Also present were Brad Latham, attorney for the applicant, and Peter Ogren of Hayes Engineering, engineers for the applicant, Mark Conserva. Mr. Ogren stated he is showing the Board these plans in a preliminary phase to get input from the Board and the abuttors. Mr. Ogren stated there are two existing dwellings within the proposed new subdivision, however, they do not have the requisite ' frontage. To the north and east is currently Flood Plain land which is protected under the Wetlands Act. The road configuration is two cul-de-sats terminating at the west and east of the subdivision. There Hoard of Survey Meeting of June 14, 1484 Page 3 ' are twelve proposed lots, including the two (2) existing lots. The wetland areas to the north and east will be accepting the flow. He stated it is not possible to sewer this development by gravity. The applicant has proposed a sewer pumping station near Lots 2 and 3. This would be discharged into the sewer existing on Brewer Lane. A suggestion has been made by the Public Works Department that we obtain a gravity sewer to the pumping station. The applicant would prefer to do that if he can work out an easement which would be transferable to the Town of Reading if this can be worked out. If we can use the existing facility which only serves an existing eight (B) dwellings that would be a far more suitable design. Chairman Barker read letters from the Conservation Commission and Board of Health, neither of which had time to review these plans. Mr. Hampson asked why is there no provision for a retention basin? Mr. Ogren stated in this instance, the drainage discharges into a very large wetlands area, a portion of which is owned by the sellers. Perhaps at the outfalls we should incorporate rip rap sections. Superintendent Fletcher stated the concentration is very small. Mrs. Wood asked if you do not put in the new pumping station, how would you deliver it to the Brewer Lane pumping station. Mr. Ogren replied we would be seeking an easement from Mr. Symes to go across his lot, then it would be gravity from there. Superintendent Fletcher stated we would prefer to eliminate the pumping station if we could. t Mr. Griffin stated the amount of property that is unusable is very large, I am concerned about trapping unbuildable land. I think if we could avoid this in any way it might be to everyone's mutual advantage. Board of Survey Meeting of June 14, 1404 Page 4 ' Attorney Latham stated one possibility is that this may be a gift to the Town. At this point the owner has not made a definite decision. Chairman Barker asked regarding sewering of the individual lots, is there any potential for not being able to fully service the cellar areas on Lots 3 - 9. Mrs. Wood stated I would ask that he not sewer the basements. Mr. Ogren stated the fact that you sewer above would not preclude someone from putting in a pump and sewering the basement anyway. lie stated we would sewer halfway up the cellar wall. Superintendent Fletcher stated we will require the fire hydrant be placed strategically. It was moved, seconded and voted 4;0 to close the hearing at 0;40 P.M. Respectfully submitted, Sec' 'ry
