A meeting of the Board of Survey convened in Room 16, Municipal
Building at 8: 55 P.M, Present were Chairman Wood, Secretary Barker, Board
Members Polychrones, Griffin and Hampson and Assistant Superintendent
William R. Bergeron.
The Board met with Leonard Overon and his Attorney regarding the
Criterion Street Extension progress.
Chairman Wood welcomed them and stated she asked them to come in
after going through the history on this subdivision. She stated we are
going to have a problem here very quickly. In this instance when you feel
you have a problem with the Town Engineer, you would normally go to the
Superintendent, however, Mr. Fletcher does not start here until February
27th. Until that time, if you have a problem, you should see the Town
Engineer or come to the Board of Survey.
Chairman Wood stated we have not released the lots on Criterion
Street Extension. They are still under the control of the Board of
Survey. She also stated a request for the release of the lots must also be
submitted by the Developer because we do not take action on subdivisions
unless requested. She also asked if we have a bank book from Mr. Overon.
At this point, Mr. Overon presented her with a bank book as
collateral.
Chairman Wood asked if the contractors references were checked.
Mr. Bergeron stated two of the contractors references were
checked (Murphy and Tonare). These references were checked within two
days.

Mr. Overon stated he would like DeMartino checked, the Board will
have his credentials tomorrow. I will also give you Shaw's credentials on
Wednesday or Thursday.
Chairman Wood stated we need to know who your contractor is going
to be immediately.
Mr. Overon replied I need to know what is required so that I can
get a competitive bid.
Mr. Overon stated I am upset because I feel we have been
discriminated against. I would like to ask why we are subjected to
installing a road of much greater quality than any other road in this
Town.
Chairman Wood replied that the roadway requirements for Criterion
Street Extension are the same as those for any other street in this Town.
Mr. Overon informed the Board that the dresser coupling procedure
would be used to connect to the existing water main system in Criterion
Street.
Mr. Bergeron stated there may be a disinfection problem with
this.
Mrs. Wood stated it might be a little more expensive for the
water gate procedure, but less of a headache in the long run because you
would only be responsible for your portion of the water system in the long
run.
The three options are:
1. Dresser coupling,
L 2. Install a water gate,
3. Install a water gate and later remove it.

' Mr. Polychrones stated he was at Criterion Street this morning.
He saw three completed houses on three lots not released by the Board of
Survey. He stated you have a building permit for one house only, not for
the other two houses. It seems to him that Mr. Overon is not following
the rules and regulations of the Board of Survey.
Mr. Overon agreed that the three houses have been constructed.
The meeting adjourned at 9:37 P.N.
