A meeting of the Board of Survey convened in Room 16, Municipal
Building at 7: 50 F.M. Present were Chairman Wood, Secretary Barker, Hoard
Members Fo).ychrones, Griffin and Hampson and Assistant Superintendents
Edward D. McIntire, Sr. and William R. Bergeron.
It was moved, seconded and voted 4; 0: 1 (Mr. Griffin abstaining)
to accept the minutes of the Board of Survey meeting of November 3, 1963
as written.
It was moved, seconded and voted 5:0 to accept the minutes of the
Board of Survey meeting of December 6, 1983 as written.
The Board next reviewed the memo from William R. Bergeron and
letters from the abuttors regarding action on a preliminary subdivision
plan for the proposed subdivision off West Street known as Avalon Road
Extension.
It is Mr. Bergeron's opinion that requiring the roadway to
connect to West Street in this particular area will increase the
likelihood of accidents and reduce the effects of the safety improvements
that we have made to date. He recommended that the roadway layout remain
basically as indicated on the preliminary plan, ending in a cul-de-sac.
He stated the developer would like some kind of input from the Board to
know what kind of direction to go in.
Mr. Hampson stated at the Hearing abuttors indicated a desire for
an Oak Street access. Could the landowners sell an access on to Oak
Street, and is there enough property an Oak Street to sell an access?
Chairman Wood replied no, there would have to be removal of
' buildings.
Mr. Hampson stated I think this should be a viable alternative.

' Mr. Bergeron stated you can not force the landowners to do this,
particularly if this means removal of existing structures. This may also
make the lot non-conforming. He stated, however, if it is the will of the
Board he can contact the developer to find out the status of the
negotiations with the property owner for access to Oak Street.
Mr. Bergeron also stated the construction of a roadway that exits
on to West Street at this particular point means there would be a loss of
the ,yellow line in the center of West Street, the loss of the delineation
in the curbing line and the edge line would be removed. He stated with
his knowledge of the West Street area and that curve, he has grave
misgivings that this construction will cause accidents in this area.
Mr. Griffin asked were there three options as opposed to two
' (West Street access, Oak Street access and cul-de-sac) would you have
recommended the Oak Street access as opposed to the cul-de-sac?
Mr. Bergeron replied yes, definitely.
Mr. Griffin stated there is considerable concern from the
abuttors on Whitehall Lane, I can live with the cul-de-sac, but I would
prefer to see the Oak Street access.
Mr. Bergeron stated if you connected this subdivision out to Oak
Street, I believe you will generate a lot more traffic in this area of the
new subdivision, people will use this as a by-pass of West Street going
North.
Chairman Wood stated my point of view is that I personally do not
like dead end streets. I think the more through streets you have, the
' less likely you will have back-ups. However, in this area, the more
streets you have, the more jam-ups in the area you are going to have.

' Mr. Griffin stated in coming back down from Whitehall Lane to the
intersection at South Street, any increase of traffic could possibly cause
accidents, there is a miserable hill at that i.ntersection.
Chairman Wood stated at high traffic times the traffic generally
goes much slower because they are so barked up.
Mr. Griffin asked if there are any statistics on the intersection
at South and West Streets.
Chairman Wood stated I think a big part of the problem is that
there are very few connecting streets in this area.
Mr. Griffin stated with the cul-de-sacs the advantage is that the
new homes create the traffic. There is no additional traffic other than
that generated by the homes that are built. If we go to Oak Street we
have a through way in effect, so that we will generate traffic from the
subdivision plus incidental traffic. If we go through to West Street, we
are creating a large conflict area.
Mr. Hampson stated I think another alternative would be to have
the access entering from West Street ending in a cul-de-sac at the
opposite end, not joining Whitehall Lane.
Chairman Wood asked that the Developer explore an alternative
exit other than West Street.
Mr. Griffin asked can we leave you with the sense of the Board to
have the developer pursue an alternative access on to Oak Street and let
the Board know what the status is. It would then be up to the developer
to respond to the Board.
' Chairman Wood stated this would also give the pedestrians a good
flow of traffic on to Oak Street.

' Mr. Hampson moved to table the discussion and that the Department
prepare an alternative study chart which clearly shows pros and cons of
all alternatives so that the public will be aware of why we made our
decision and to instruct the developer to explore the connection on to Oak
Street with the owner of the land. The motion was seconded and voted 5:0.
The meeting adjourned at 8: 50 P.M.
