HomeMy WebLinkAbout1983-12-06 Board of Survey Minutes Board of Survey Meeting of December L, 1983 Page 1 A meeting of the Board of Survey convened in Room 16, Municipal Building at 8:55 P.M. Present were Chairman Wood, Secretary Barker, Board Members Polychrones, Griffin and Hampson and Assistant loperintendent's Edward D. McIntire, Jr. and William Q. Bergeron. It was moved, seconded and voted 5:0 to accept the minutes of the Board of Survey meeting of November 7, 1963 as corrected. Mr. Barker read the Notice of Public Hearing at B: 55 F.M. i regarding the continuation of a Final Hearing on the approval, disapproval or modification of plans for a subdivision located off Mill Street and Sanborn Lane. There were approximately eight abuttors present as well as Jack Rivers, the Developer, and his Attorney, 0. Bradley Latham. Chairman Wood welcomed those in attendance to the continued Public Hearing. Attorney Latham stated the engineer for the project, Peter Ogren, could not make the meeting this evening. Ile stated in answer to the concerns of the Department, Hayes Engineering has addressed the concerns with a new submittal to the Board. Mr. Bergeron stated all of the items on the list have been addressed and completed. There were several questions we had at the last meeting and these have been addressed. The modification on the new plan is to Lot 01. The culvert is brought closer and eliminates the old mart-made ditch which was hand dug and provides more stabilization on the property of the applicant. The grading on Lot M6 has been redesigned to make it compatible. Mr. Barker read a letter from Thomas C. Mulcare of 19 Mill Street regarding water problems on his lot (attached). Board of Survey Meeting of December G, 1903 page 2 1 Gloria Hulse of 107 Sanborn Lane asked when does Mr. Rivers intend to commence with this project. Mr. Rivers replied I intend to start immediately upon approval. He stated he further intends to bring bsiorr ; .,.. ;:,oar-' additional plan of 10 additional lots beyond the proposed cul-de-sac. He stated it is his intention to move vigorously forward on this construction and the new construction. Mrs. Hulse stated in view of the new information I don't know whether it is within the power of this Board to refuse the cul-de-sac at this time. Attorney Latham stated this particular plan is before this Board to be considered on its own merits. This is designed for a continuation at another time. Mr. Hulse stated Mr. Rivers has devegetated the land in this area and Sanborn Lane tonight is almost impassable. Attorney Latham stated I think when Mr. Rivers gets a chance to finish this, it will be a credit to the neighborhood. Mrs. Hulse stated she would like to see a passable road. Chairman Wood stated if you look at the extension of L.ilah Lane, the part of the cul-de-sac that would be abandoned is almost half the width of the cul-de-sac itself. However, the Board is interested only that the part of the roadway that goes in is passable and plowable. We will require the cul-de-sac unless he is to the point of filing for the next subdivision approval and ready to build. t It was moved, seconded and voted 5;0 to close the hearing at 9:30 f'.M. Board of Survey Meeting of December b, 1903 Page 3 It was moved, seconded and voted 5;0 that the Board of Survey grant approval for the definitive plan of Sanborn Village as submitted on December 6, 1983 subject to the submission of a satisfactory Covenant Agreement and Conveyance of Easements and Utilities documents. The meeting adjourned at 9;32 P.M.
