' A meeting of the Board of Survey convened in Room 16, Municipal
Building at 7: 30 F.M. Present were Chairman Wood, Secretary Barker, Board
Members Polychrones and Hampson and Assistant Superintendent Bergeron.
At 7:45 P.M. Secretary Barker read the notice for the Final
Hearing on the Definitive Plan of Criterion Street Extension.
Mr. Leonard Overon explained the proposed plan to the Board of
Survey. There were no abuttors present. He indicated that the
construction would begin as soon as possible.
Chairman Wood asked if he had been in contact with the
Conservation Commission for the proposed work.
Mr. Overon indicated that he had walked the site with Charles
Costello and would work with them during the construction.
Mr. Overon also indicated that he has received permission from
the Board of Appeals for the smaller lot size shown on the plan.
Assistant Superintendent Bergeron indicated that the seven items
of concern were minor and recommended that the plan be approved subject to
the concerns.
Mr. Barker moved to close the Hearing at 7:55 P.M. , it was
seconded by Mr. Polychrones and voted 4:0.
Mr. Barker moved to approve the plan subject to the conditions
outlined in the memo from the Department, it was seconded by Mr.
Polychrones and voted 4: 0.
The Board adjourned temporarily at 7:5S P.M. and moved down to
Room 2.
' At 8:30 P.M. Secretary Barker read the notice for the Preliminary
Hearing on Avalon Road Extension.
Chairman Wood greeted approximately sixty-five abettors in
attendance and explained that the purpose of a Preliminary Hearing is to

' obtain as much information as possible from the abutters so that emphasis
can be placed on them during the preparation of the final plans.
Mr. Cormier, the developer, was present and asked if the Board
could wait for a few minutes for his engineer. Mr. Cormier explained that
he has performed other projects within the Town in the past and would
expect to construct similar homes.
Mr. Neil Gillis of 35 Pine Ridge Road asked if the Board of
Health and the Conservation Commission had made any determination on the
subdivision to date.
Mrs. Wood explained that the purpose of the preliminary plan was
to give everyone a first look at what is proposed and that the
Conservation Commission would hold separate hearings when the plans become

' more definitive.
Mr. Cook of 41 Whitehall Lane asked what the present zoning was
in the area.
It was explained by Mr. Bergeron that the parcel was in two
residential zones. One requiring a 10,000 square foot minimum lot size,
and the other requiring a 20,000 square foot minimum lot size.
Mr. Bastasolic of 19 James Road indicated that a lot of cars exit
out of this area in the morning and children wait for the school busses.
Mr. Peter Ogren from Hayes Engineering, Inc. joined the meeting
at 8;42 P.M. and apologized for being late.
Mr. Ogren explained that a pre-preliminary plan was submitted to
the Board with an option to end in a turn-around or continue to West
Street in the vicinity of the County Road intersection on the curve. The
Board voted to allow the dead end due to the poor location that the new
entrance would have on to West Street.

' Mr. Ogren indicated that the new subdivision would be serviced by
the existing sewer main in Avalon Road and the sewer ejector station at
the end of Countryside Lane would be eliminated.
Mr. Ogren indicated that while the roadway will not go to West
Street, the water mains would be connected to provide a closed loop.
Mr. Ogren explained that there are problems with wetlands and
that approximately one acre of land has been set aside for a retention
pond in the plans, but no hydraulic calculations have been performed at
this time as to the actual size required.
Mr. Ogren submitted a preliminary traffic study for the
subdivision with the one access onto Avalon Road and explained the
information.
' Mr. Joseph Schlotman of 18 Whitehall Lane pointed out the
existing problems in the morning on West Street and that this would
further aggravate the existing problem.
Mrs. Martha Mehart of 11 Avalon Road asked why the development

would not go with an additional entrance to West Street.
Gail Wood indicated the problems with the bad accident record on

the curve as major obstacles for a through street.
Mrs. Dagnese of it Pine Ridge Road indicated that there were
existing problems with the 18 inch pipe and that any additional flow would
not be acceptable.
Peter Ogren indicated that the purpose of retention basins is to
account for the increased runoff of the development.
' Gail Wood indicated that the purpose of the preliminary plans is
to have the abuttors point out these special problems so that they can be
addressed more fully during the final design.
Mr. Schellenbach of 12 Whitehall Lane asked if the creation of a

' retention pond would increase the mosquitos in the area.
Peter Ogren indicated that there are steps that can be built into
the design that will make the surface velocity high enough to prevent the
problem and to prevent the water from becoming stagnant.
Mr. Gillis of 3S Pine Ridge Road indicated that the wetlands
outlined on the zoning maps are not realistic and that the has walked in
water up to his knees and if more water is to be stored, what will happen
to the already high water table around the homes.
Peter Ogren indicated that the water table is high because of
swamp deposits or poor draining soils and that an increase should not
occur, but it will be studied during the final design.
Mr. Bunton of 2S Whitehall Lane indicated that there were water
' problems in his back yard and that the water table in the area is very
high.
Mr. Roman of 41 Avalon Road indicated that there is an
underground stream in the area and that when his house was built they
uncovered it. Water in his basement during construction was six feet
deep. He connected underdrains to the street and that has corrected the
problem, but an increase may create more problems.
Mr. Gardner from 19 Countryside Lane indicated that there was a
very high water table and that even now his back yard is spongy.
Mrs. Zemlin from 3 Whitehall Lane asked what the developer
intended to do with grading and tree removal.
Peter Ogren indicated that they would work with the grading plan
to save as many trees as possible.
Mr. Mehart suggested that the road be required to connect to West
Street.

' Mr. Frank Wiseman of 132 Oak Street indicated that there was a
drainage problem in his back yard and he submitted photos.
Mrs. Franklin of 106 Oak Street asked what the retention area
would look like and how deep the water would be and if it would be fenced
in.
Peter Ogren indicated that negotiations were in progress with
several of the abutters, but typically it would be a berm or dike type of
structure that would pond water to perhaps three feet minimum.
Mrs. Roman of 41 Avalon Road indicated that there was a lot of
pedestrian traffic especially with the children walking to school. Is
there a possibility of providing access to Oak Street.
Mr. Mew of 120 Oak Street indicated that there may be a benefit
to the development if the drainage problems can be resolved for the
proposed as well as the existing areas by constructing something that will
work and be maintainable.
Peter Ogren indicated that it could very well be the case and he
indicated that the Hopkins Farm Subdivision was actually an improvement to
the entire drainage system.
Mr. Gardner of 19 Countryside Lane indicated that the proposed
cul-de-sac was near his back yard and that children would always be
playing there. He also wanted to know if the roadway could be moved away
from Countryside Lane a little more.
Mr. Barker indicated that the abutters should submit their
concerns in writing to the Board to insure that their concerns are
' addressed.
The meeting adjourned at 10:40 P.M.
