A meeting Of the Board of S,!raey convened in Room 16, Municipal.
Building at 7, 45 P.M. Present were Chairman Word, Secretary Barker, Board
Members Polychromes, Criffin and Hampr.on and Assistant Superintendent
William R. Bergeron.
Secretary Barker read the Notir.e of Public Hearing regarding the
approval, disapproval or modification of plans for a subdivision located
off Haverhill Street near Field Pond Drive and Rustic Lane.
There were apprgximately 12 residents present.
Chairman Wood stated this Hearing is preliminary. The intention
..... to get the residents in the area the first look at the plans. There
will also be a Final Hearing held at which time all abutters will be
notified.
Chairman Wood introduced the Board and Peter Ogren of Hayes
Engineerings the engineer for the applicant.
Mr. Ogren explained the plan and pointed out that the proposed 'I
new subdivision will provide for seven new lots and one additional lot at
the end of Field Pend Drive. He stated there is a retention basin
proposed which will drain onto Haverhill Street. The erosion control
problem=_ wi.11 be addressed. There 11 11 be available an additional
"approval net required" lot (Lot A L Contained within Lot B is an
existing drainage basin.

that there is apparently noother drainage system available to us.
Mr. Curt Mi.tzsche of 453 Haverhill Street presented the Board
with a letter regarding this concerns as an abutter regarding the drainage
from this new subdivision running directly onto his property. It is his
understanding that any project is to ronta i.n all its wa+er in compensatory
storage, rather than simply drain onto someone else's private property,
He asked how large the retenticr, pond will be.
Mr. Ogren replied the land area available is 3500 square feet.
Hr. =.+:ted he felt this is reasonahly sized in comparison to the size of
the subdivision. He stated he has not done a definitive analysis of this,
however,, he assured those present these questions will be answered at a
Final Hearing,
Chairman Wood slated I think there is a definite problem here.
She would like Hayes Engi.neeri.ng to work out the calculations and speak
with Mr. Mitzsche per=_onally regarding this situation. Mr. Ogren stated
he would be more than willing to do so.
It was moved, seconded and voted S!0 to close the Hearing at 8: IS
P.M.
Secretary Barker read the Notice of Public Hearing at 8'20 F.M.
regarding t?;w Final Hearing on the approval, disapproval or modificatinn
of plans for a subdivision located off Mill Street and Sanborn Lane„

Haye= Engineering, 0.. Bradley Latham; Attorney for the Applicant, :and Ja,',

Attorney Latham stated the plan is comprised of six definitive
lois and Parcel L. Initially, 5:.Inborn Lane was to he developed.. To do
so, required documentation from Cedar Glen Associates, they were, however,
unable to On so. Therefore, a redesign was necessary, hence, the new
entrance is now off Mill Street.
Mr. Ogren stated the reason for going to a Definitive Plan was
that a number of concerns of the neighborhood were apparent to the
Developer. The new construction call for a new roadway to be named Lilah
Lane. Thic_ .goes through land owned by the applicant. Lilah Lane will
terminale in a cul-de-sac. The sewer, water and drainage in the area has
been studied over the years. Our proposal calls for picking up the sewer
in Sanborn Lane and stopping it at Station 2+50. The cul-de-sac is at the
top of the hill. The only drainage in the proposal are two catch basins,
a drain manhole and an equalizing basin.
This drainage allgoes in a northerly direction to an existing
drainage ditch. The drainage calrulations indicated there will be an
increase in flow, but the actual numbers are small. The watershed in the
area does not change significantly. Any increase in flow would be from
the development of the land itself.
Mr.. Ogren then addressed the memo and concerns of the Engineering
Department, item by item.
Chairman Wood asked Mr. Ogren to address for her where the
drainage goes,
1 Mr, ng ren stated the proposal now calic for a discharge in a
northerly direction into an existing drainage ditch. We are proposing to
drain the entire 0 rent into two catch b,-ins in a northerly dire..:tion
into the drainage ditch which ultimately empties into a low land arra

600 feet in a northerly direction. This is a previously approved ditch
for this area. He. slated if you feel this needs more clarification, we
will certainly do further ralrula+inos on this for the Board.
Mr. Bergeron asked if the roadway were extended beyond the
cul-de-sac, what would be the redurtinn in flow?
Mr. Ogren replied this would result .in a reduction in flow, but I
do not have any definite figures. We could look at this again if this is
a concern.
Mr. Bergeron stated the plans have now been revised to where a
future roadway extension is not only possible, but feasible.
Mr . Barker asked if sewer will be available to each house lot.
Mr. Ogren replied yes.
Chairman Wood next read the letter from the Conservation
Commission regarding their concerns relative to seasonal flooding, runoff,
siltation and erosion control measures and the drainage ditch to the rear
of Lot 1.
Mr. Arthur Smith of 26 Mill Street stated seasonal flooding
gathers there becar!se of the existing ditch being inoperable, but the
drainage problem will be relieved.
Mr. Ogren stated this plan will not impact Sanborn Lane at all.
The drair,,ge will be going in the opposite direction of Sanborn Lane.
Mrs. Ol,oris thilse of 1.07 Sanhnrn Lane stated she has a concern
about this being a Final Hearing, since this plan is substantially

Mr, ngr n stated the one gond point about this is that there is
only the poscibi.l ity for the rnn=.lrnrtion of six houses on Lilah Lane.

Chairman Wood -tated the date for action on this plan is November
3, We would like to request an extension of time for our decision.
Mr. Ogren asked what is the reason for this continua+ ion?
Mr. Barker stated I believe the public is entitled to hear
everything that is going on with this development. I feel that because
this is a Final Hearing, we should give them the benefit of the
opportunity to listen.
Mr:: Bergeron requested supportive information regarding the
drainage in the area.
It was moved, seconded and voted 5:0 to continue this Hearing
until December 5, 1983 at 8'00 PA.
