' A meeting of the Board of Survey convened in Room ib, Municipal
Building at 7: 45 P.M. Present were Chairman Wood, Secretary Fallon, Board
Members Barker, Polychrones and Griffin and Superintendent E. Roger
Louanis.
It was moved, seconded and voted 5:0 to accept the minutes of the
Board of Survey meeting of January 24, 1953 as written.
The Board reviewed the letters from the Board of Appeals, the
Conservation Commission and Latham and Latham, P.C. regarding the Pine
Grove Estates Subdivision off Haverhill Street.
Superintendent Louanis stated that the engineer presenting the
plan for Pine Grove Estates indicated at the Final Hearing for the Board
of Survey that the Flood Plain District in this area was a watershed that
was collecting water from an area around there. The drainage that would
have normally ran towards that Flood Plain would be picked up by drainage
in the street and carried southerly and southeasterly into the Wetlands
Protection District which was on the other side of the road. This would
reduce the effect on the Flood Plain.
This has a net effect on reducing the impact of the Subdivision
on the immediate watershed and the downstream watershed so there would be
less runoff than was initially there.
Regarding the fact that a more detailed survey was done a portion
of the roadway was minimally located in the Flood Plain Zone (3/10 foot).
This still has a net negative impact on the drainage of the whole area.
Chairman Wood stated in October when we had this Hearing the
Conservation Commission asked that extra elevations be taken. That was
' accomplished. In the Conservation Commissions' letter of October 4, 1952
the Board complied with all four of their concerns.
Mr. Griffin asked why this is now our problem.

' Chairman Wood replied we have received no petition from the
Developer. The Conservation Commission would like us to reconsider this
because of their point of view this would impact the Flood Plain Zone so
much we should reconsider.
Superintendnent Louanis stated in effect the flood plain is a
portion of the Zoning By-Law and the Conservation Commission may feel that
is a reason to reconsider.
Mr. Polychrones stated he will be abstaining from any vote on
this issue or any other petition brought before the Board by Attorney Brad
Latham as Mr. Latham is his personal attorney.
Chairman Wood stated there is no substantial change from the time
the petition was presented and until such time as a change is presented.
I would have a hard time voting for a reconsideration.
Mr. Griffin moved that the Board reconsider the vote of the Board
of Survey of October 25, 1982 for Pine Grove Estates Subdivision from
Stoneham Savings Bank. The motion was seconded and defeated 0:4: 1 lMrs.
Wood, Mr. Fallon, Mr. Barker and Mr. Griffin opposed, and Mr. Polychrones
abstained. )
The meeting adjourned at 8:05 P.M.
