HomeMy WebLinkAbout1982-10-18 Board of Survey Minutes a Board of Survey Meeting of October 18, 1982 Page 1 A meeting of the Board of Survey convened in Room 16, Municipal Building at 8:00 P.M. Present were Chairman Wood, Secretary Fallon, Board Members Barker and Griffin and Assistant Superintendent William R. Bergeron. It was moved, seconded and voted 4:0 to accept the minutes of the Board of Survey meeting of October 4, 1982 as corrected. Mr. Fallon read the Notice of Public Hearing at 8:00 P.M. regarding the approval, disapproval or modification of modification plans for the Pine Grove Estates subdivision. The proposed subdivision consists of approximately 24.45 acres and is located West of Haverhill Street and South of Rustic Lane. There will be 14 new lots serviced by two roadways, Pine Grove Road and Cedarwood Circle. The only access to the subdivision will be near house #456 on the westerly sideline of Haverhill Street. There were approximately 30 residents of the area present. Barbara Geoffrion of 50 Rustic Lane objected to the hearing being a Final Hearing. Frederick Garvin of 44 Rustic Lane questioned if there was another plan under consideration, and Mrs. Wood replied there was not. Mr. 0. Bradley Latham was present and representing the Owner of the land, Stoneham Savings Bank. Mr. Latham stated this is a modification of a previously approved plan. In December of 1973 a Subdivision was approved for this area. Specific modifications are being made, i.e., reducing the number of lots. All of the lots conform to the Reading Zoning By-Laws. The owner is requesting a waiver of the sidewalk on the Southerly side of Pine Grove Road in order to save trees in that area or permission to move the sidewalk closer to the street and eliminate the grass strip, again, in order to save trees. Board of Survey Meeting of October 18, 1982 Page 2 Mr. William Jones and Donald Martinage of Dana F. Perkins, Inc. were present, as the Engineers for the project. Mr. Jones stated the sewer system is connected by a new sewer main and will discharge into the sewer main in Haverhill Street. The water main will be connected to Haverhill Street as well. There will be a retention area in the rear of Lot 2 for the excess drainage created by this new development. Mrs. Wood questioned the retention basin in the rear of Lot 2. Mr. Jones stated that parts of the rear of Lots 2, 6, 7, 8 and X are wetlands. The water stores there temporarily now and gets to Haverhill Street at the capacity of the culvert. Essentially, they are going to make the swamps bigger. Mr. Fallon questioned the frontage on some of the lots, and Mr. Ir Jones stated all of the lots conformed with the By-Laws. Mrs. Wood stated the Department had some items of concern for the Developer and Mr. Bergeron gave the Engineers a list of 14 items of concern. Mr. Louis Mangifesti of 409 Haverhill Street stated he is very concerned about drainage problems on his property caused by this new development. Mrs. Joan Ferry of 366 Charles Street was also concerned about drainage problems. Mr. Jones explained that when the development is completed, none of the street drainage will go in the direction of the pond area adjacent to the Conservation Land. !• Superintendent Louanis explained that we are not really talking about more water in the area. We are talking about the rate at which the Board of Survey Meeting of October 18, 1982 Page 3 water travels from one point in the drainage area to another. There will be a slight switch in the drainage area wherein the drainage will run Southerly instead of Northerly. Before the Subdivision goes in, the rate the water travels is much slower than when the Subdivision is completed. Assistant Superintendent Bergeron stated the Department has reviewed the hydraulic calculations and are in agreement with them. There should be no substantial change in the backwater flows on Haverhill Street by the addition of this development. Barbara Folger of 443 Haverhill Street stated there is a problem with sight distance near the proposed entranceway to the subdivision and a majority of the residents agreed there is a traffic problem now and they felt it could only get worse with the new construction. Six representatives from the Conservation Commission were present. Harold Hulse, Co-Chairman, stated that in the vicinity of Station 4, Pine Grove Road, the spot elevations for the existing topography are precariously close to the 80' elevation -- only one to two tenths above it. Since the Conservation Commission observed flooding in the same location, they strongly recommend that additional spot elevations be taken in the area in order to more accurately identify the limit of the Flood Plain District boundary. At the very least, they want the Applicant to be aware of their concerns regarding flooding in this area. The Conservation Commission also presented the Board with a letter outlining their concerns relative to the environmental aspects of the proposal. Board of Survey Meeting of October 18, 1982 Page 4 Linda Nicholls of 432 Haverhill Street asked if the Board of Survey wi:.l make a decision on this plan before the Applicant applies to the Conservation Commission. Mr. Hulse of the Conservation Commission stated the applicant will make a presentation to the Conservation Commission which has no bearing on their meeting With the Board of Survey. When this area is in the stage where it is going to be developed, then a Notice of Intent has to be filed with the Conservation Commission. Mr. Fallon read a letter from Noreen O'Entremont of 398 Haverhill Street stating that she is opposed to the construction of the subdivision. Mr. Barker recommended that the group should collectively as a neighborhood meet with the Police Department regarding the speed limits on Haverhill Street.
