HomeMy WebLinkAbout1982-08-09 Board of Survey Minutes r a Board of Survey Meeting of August 9. 1982 Page 1 A meeting of the Board of Survey convened in Room 16. Municipal Building at 8: 15 P.M. Present were Chairman Wood. Secretary Fallon, Board Members Barker, Polychrones and Griffin and Superintendent E. Roger Louanis. Mr. Fallon read the Notice of Public Hearing regarding the approval, disapproval or modification of plans for a subdivision located off Mill Street and Sanborn Lane. Present at the meeting were approximately fifteen abuttors of the proposed subdivision, representatives of the Conservation Commission. Sack Rivers the developer, Peter Ogren. Engineer for Hayes Engineering and Bradley Latham, Attorney for Mr. Rivers. Attorney Latham presented Superintendent Louanis with the following; a Certificate of Ownership, a letter from the Reading Board of Health regarding their approval of the plan, and a statement from Mr. Robert B. Carlson with reference to the current plan allowing for drainage through his property. Mr. Latham stated the area will be developed into six individual house lots, all conforming to the Subdivision Control Law requirements of the Town. Mr. Ogren explained the proposed plan to those in attendance, and stated the proposal calls for the creation of a sewer line along the dirt portion of what is now Sanborn Lane. The plan shows drainage collected and discharged in the brook to the West of the site. There could also be a water discharge line in a southerly direction if Cedar Glen Associates approval is obtained. Mrs. Wood stated she would prefer to approve a plan as presented. Mr. Rivers stated he would supply the Board with a modified plan when the legal right to do so is obtained, if the Board so desires. Board of Survey Meeting of August 9, 1982 Page 2 A lengthy discussion ensued regarding the problems anticipated in the area. Several of the residents on Sanborn Lane stated they are having serious drainage problems since Mr. Rivers cleared the wooded area. Mr. Rivers stated he could extend a loom berm on the road. The abuttors desire to have Mr. Rivers state his intentions for rectifying these situations in writing. Several of the abuttors were particularly concerned with the safety of the chidren in the area during the construction period. Mr. Rivers stated that under certain conditions he would have a police detail be present during the construction. Mr. Harold Hulse of the Conservation Commission stated the Commission discussed and decided that if there were any choice, the alternative for the drainage for these six house lots would be in the retention area in Cedar Glen. The Conservation Commission believes it is designed to handle any possible future drainage in that area. It was moved, seconded and voted 5:0 to close the hearing at 9:50 P.M. The Board adjourned temporarily at 9:50 P.M. to meet as the Board of Public Works. The meeting reconvened at 10:00 P.M. The Board reviewed the request from Symes Associates, Inc. for a bond reduction of Latham Lane. It was moved, seconded and voted 5:0 that the Board release the sum of $28,300.00 leaving a balance of $1,500.00 on Latham Lane for Symes Associates, Inc. 1The Board reviewed the request from Rivers Development Corp. for a full release from the Tri-Party Agreement on Riverside Drive. i Board of Survey Meeting of August 9, 1982 Page 3 It was moved, seconded and voted S;0 that the existing Tri-Party Agreement in the amount of $1,300.00 he released.
