A meeting of the Board of Survey convened in Room 1117, Reading
Memorial High School at 7: 50 P.M. Present were Chairman wood,. Secretary
Fallon, Board Members Cowell, Barker and Polyrhrines and Superintendent E.
Roger Louanis.
It' was moved, seconded and voted 5:0 to accept. the Mimrtes of the
Board of Survey meeting of April 5, 1402 as written.
I` The Board reviewed the letter from James Facy regarding the
I Subdivision Definitive Plan entitled, Oak Y,noll Estates. Mr. Facy
requested a 30 day extension, beyond the legally required 60 days in which

the Board has to act from the date of filing the Definitive Plan with the
Town Clerk. Also, he has offered to donate or deed certain parcels of
land in the Subdivision to the Reading Conservation Commission In exchange
for the waiver of certain rules and regulations of the Town's Subdivision
Rules and Regulations.
Specifically, waiver of a required 30 foot paved roadway to a
I width of 24 feet and the elimination of sidewalks. The Superintendent
pointed out to the Board that the Department had met with the Gzveleper's
Engineer and reviewed the Board of Survey Rules and Regulations concerning
the suggested Preliminary Hearing, prior to the Final Hearing. The
Developer's Engineer indicated that time was of the essence and they would

prefer to go directly to the Final Hearing feeling that they could provide
I all the information in adequate time.

A letter has been written to the Developer's Engineer outlining
numerous deficiencies in the plan and to dote no information has been
received addressing those deficiencies.
The Superintendent recommended to the Board that the request for
a 30 day extension be denied and the Final Hearing be scheduled for April
26, 1492.
Mr. Cowell felt that it might. be prudent to grant the extension

jproviding the Developer and the Town more opportunity to address the
I
problems indicated by the Department.
Mr. Fallon Felt that it was past practice to grant extensions and
over the years many extensions have been granted in much more di.ffrult.
circumstances.
The Superintendent pointed out that had the Developer chosen to
go the preliminary route, the problems and request for variances could
have been addressed at that time and if the Board goes forward with the
Final Hearing on April 26, the plan can be disapproved for the
deficiencies not addressed or the Board could vote to grant an extension
at that time.
It was moved, seconded and voted 411 (Mr. Fallon opposed) to deny
the request for extension.
The meeting adjourned at 9: 110 P.M.
