A meeting of the Board of Survey convened in Room 16, Municipal
Building at 7:40 P.M.
Present were Secretary Wood, Board Members DeHart, Fallon and
Barker and Assistant Superintendent Edward D. McIntire Sr. Mrs. Wood
assumed the position of Chairman in Mr. Cowell's absence.
It was moved, seconded and voted 3:0: 1 that the minutes of the
Board of Survey meeting of February 18, 1982 be accepted as corrected.
It was moved, seconded and voted 4:0 that the minutes of the
Board of Survey meeting of February 22, 1982 be accepted as written.
Mr. DeHart read the Notice of Public Hearing regarding the
petition of the New England Telephone and Telegraph Company and the
Reading Municipal Light Department to install a pole, as follows:
Location: Mill Street - Relocate Pole 62/2 approximately 36'
Northerly of present location.
Mrs. Wood introduced the Board. Mr. Paul Carson of the Reading
Municipal Light Department was present as well as a few interested
citizens.
Mr. Carson stated that the movement of this pole is essentially
because of future plans of Rivers Development Corporation for Sanborn
Lane. The reason the petition was dated July 29, 1981 is the fact that
the Reading Municipal Light Department had not been able to get site plans
from Rivers Development Corporation.

The Manager of the Cedar Cleo Housing Complex inquired if this
pole or the electrical lines would end up on Cedar Glen property. The
answer from Mr. Carson was that he was not quite sure. He stated on the
property per se, no, on the street perhaps.
Mr. Barker moved to lay this petition on the table and write to
the Reading Municipal Light Department with a copy to the Police
Department and ask them to meet with Rivers Development Corporation and go
over the proposed layout of the street, it was seconded and defeated 0:4.
Mr. DeHart moved that permission be granted to the Reading
Municipal Light Department to relocate poles, wires, cables and fixtures,

including the necessary sustaining and protecting fixtures, along and
across the following public way:
Mill Street - Relocate Pole 62/2 approximately 36' Northerly
of present location;
as stated on Petition No. 1546 dated July 29, 1981, it was seconded and
defeated 0:4.
Mr. Barker requested the Reading Municipal Light Department give
a little more research to the petition regarding Mill and Sanborn Streets
regarding the sidelines. It was seconded and voted 4:0.
The Board adjourned temporarily at 8:05 P.M. to meet as the Board
of Public Works.
The meeting reconvened at 8:20 P.M.

The Board met with Stanley Dydzulis of 78 Libby Avenue regarding
the laying out as a Public Way, D Street under the Betterment Act. Under
the present Rules and Regulations Mr. and Mrs. Dydzulis do not qualify for
a corner lot exemption as they only have 150 feet of total frontage. Mr.
Dydzulis informed the Board that he opposed the petition under any
circumstances.
Mr. Barker suggested that perhaps the Town forces should fill in
the side of D Street where the sewer line was put in with gravel. He felt
that perhaps part of the reason for this petition is because of the
condition of the road since the sewer line was installed. Assistant
Superintendent McIntire agreed to follow up on this matter.
Mr. DeHart moved that the proposed construction for D Street East
be proposed so as to accept the street as a public way in the future, it
was seconded and defeated 0:4.
Mr. DeHart moved that the proposed construction for D Street West
be proposed so as to accept the street as a public way in the future. It
was seconded and defeated 0: 4.
Mr. Fallon moved to table the action on D Street West until a
future time, it was seconded and defeated 1:3.
Mr. Barker requested the Department inform the Finance Committee
of this vote as this will lower our budget.
Mr. DeHart stated that the Department should look into State or
Federal funds for paving private ways. He believes they are called either
bI or 9M Funds.
The meeting adjourned at 8:40 P.M.
