HomeMy WebLinkAbout1981-08-13 Board of Survey Minutes Board of Survey Meeting of August 13, 1981 1 A meeting of the Board of Survey convened in Room 16, Municipal Building at 8; 15 F.M. Present were Chairman Cowell, Board Members DeHart, Fallon and Barker and Superintendent E. Roger Louanis and Assistant Superintendents Bergeron and McIntire. Also present were Harold V. Hulse and Carl Gardner representing the Conservation Commission. Chairman Cowell opened the discussion regarding the revisions to the Board of Survey Rules and Regulations Governing the Subdivision of Land. The Chairman spoke with a member of the Planning Board who did not see anything of any great significance to warrant a recommendation one way or the other. It was approved 5;0 to revise page 18, H. Utility Requirements L Section 1 into three sub-sections as follows: a) Water pipes, service laterals. .. ; b) Hydrants sufficient in number.. ., and c) The water main must pass... A lengthy discussion ensued regarding a recommendation from the Conservation Commission to reduce the traveled way of a minor street from 30 feet to 24 feet in width. The Department expressed the opinion that the use of the 24 foot wide pavement for the smaller cul-de-sacs would tend to encourage shorter dead-end roadways that have disadvantages from a maintenance point of view. Narrower roadways could also possibly restrict the access of emergency vehicles during the winter months with on-street parking and snow banks. Carl Gardner felt that the Board misunderstood the Conservation Commissions intentions in their letter to the Board of July 27, 1981. Mrs. Wood moved that the width of pavement be changed to 24 feet Board of Survey Meeting of August 13, 1981 2 in smaller cul-de-sacs. It was seconded and defeated 1:4. Mrs. Wood moved that the side slope street cross-section be changed to a 2: 1 side slope. Mr. DeHart seconded and it was defeated 0; 5. Mrs. Wood moved that the Environmental Impact Evaluation Statement include a section dealing with erosion and sedimentation control. The statement shall include the following: "The method to be used during construction to control erosion and sedimentation, that is, the use of sediment basins and type of mulching, matting, or temporary vegetation; describe approximate size and location of land to be cleared at any given time and length of time and exposure; covering of soil stockpiles; and other control methods used". It was seconded and voted 5:0. Mrs. Wood moved that we accept the Board of Survey Rules and Regulations Governing the Subdivision of Land Revisions as presented by the Department and as amended by the vote tonight. (a copy attached hereto). Mr. DeHart seconded and it was voted 5: 0. Regarding Old and New Business, Mr. Barker commented that he would like three-hole punches in the new Board of Survey books.
