HomeMy WebLinkAbout1981-03-30 Board of Survey Minutes March 30, 1981 Meeting of the Board of Survey convened in Room 16, Munici- pal Building at 7 :30 P . M. Present were Chairman Cowell , Secretary Wood , Board Mem- bers DeHart, Fallon , Barker , Clerk of the Board Louanis and Assis- tant Superintendent of Public Works Edward McIntire. The Board reviewed a preliminary plan of the proposed exten- sion of Kelch Road and comments were presented by the Engineering Division as follows: The section of roadway to be extended was never constructed to any standard and is a private way . It was originally approved October 19 , 1934 by the Board of Survey. The Rules and Regulations of the Board of Survey state "having, in the opinion of the Board of Survey, sufficient width, suitable grades and adequate construc- tion to provide for the needs of vehicular traffic in relation to the proposed use of the land abutting thereon or served thereby, and for the installation of municipal services to serve such land and the buildings erected or to be erected thereon . " 1. The existing condition of Kelch Road does not promote any of the required qualities. 2. No water main or hydrants are shown on the plan. 3. No catch basins are shown. 4. All easements are required to be a minimum of 30 feet wide and will be for utility purposes . 5. The 18" drain line is shown extending beyond the limits of Lot 1. Sufficient information and easements will be required to con- struct the drainage system. 6. Lot 4 does not have sufficient frontage and does not have the required topographic information. 7. What is the method of sewage disposal proposed? B . The normal plan size is 24" x 36" 9. Indicate the existing pavement width and location of the end of Kelch Road and show how the road would blend to it. 10. Temporary side slope easement will be required in the cut and fill sections to comply with the cross section requirements. 11. There will probably be underdrains required in the cut areas. 12. Temporary construction easements for future roadway extension will be required to accomplish any grade changes. 13. The portion of the Temporary cul-de-sac that is not required for the layout will become a part of the abutting lots when the road is extended . 14. The proposed grades at the end of the roadway shall be laid out to the perimeter of the subdivision to permit future projection and shall conform to the provisions of alignment, width, and grade that would be applicable to such streets, if extended. After a discussion of the project it was agreed to schedule a hearing on April 22, 1981 . The Board reviewed letter from 0. Bradley Latham regarding the subdivision known as Sunnyside Road Extension requesting an ' extension of the proposed subdivision until May 10, 1982, The Superintendent recommended that the Board grant the extension since the Board of Survey approved the plan January lg , 1979 and the developer has been trying to obtain a final Order of Condition from the D. E. Q. E. which is expected within the next thirty days. Mr . DeHart was concerned that over two years had elapsed since the Board ' s approval and only one member of the present Board was on the Board at the time of the approval .
