HomeMy WebLinkAbout1980-11-24 Board of Survey Minutes November 24, 1980 Meeting of the Board of Survey convened in Room 16, Municipal Building at 7: 52 P . M. Present were Chairman Cowell , Secretary Wood, Board Members DeHart, Fallon, Barker and Clerk of the Board Louanis. It was moved, seconded and voted to accept the minutes of the previous meeting as submitted. The Board reviewed memorandum from Assistant Superintendent William Bergeron regarding the definitive plan of Sanborn Village in which it was pointed out that the Board must act on the sub- division by December 1 , 1980, that the revised drainage plan was not in compliance with the Board of Survey Rules and Regulations, Section 5:C:4 which states, "All surface drainage shall terminate into flowing water or into a ditch connected to flowing water except when, in the opinion of the Board, such termination is underairable. Sufficient easements must be procured to comply with this require-ment." Also, the drainage computation has not been submitted and the . temporary easement for construction from Cedar Glen has not been obtained . Mr . John Rivers appeared before the Board to discuss the problems with the proposed subdivision. It was his opinion that a drainage easement was not necessary since he was directing all his drainage toward the flood plain zone created by the Town for that purpose even though the water would have to cross land owned by Mr . Butcher. He also stated the drainage calculations had been submitted late this afternoon and the easement from Cedar Glen was expected to be forthcoming before December let. After considerable discussion , Mrs. Wood moved, it-was seconded and voted to table action until December 1, 1980. The Superintendent reported to the Board that Mr. Charles Wills had requested the Board' s opinion on the partial subdivision of the Small Farm. The parcel lies between Haverhill Street and Field Pond Drive and they propose to extend Field Pond Drive in an easterly direction and to develop four lots with a future plan for the ex- tension of Field Pond Drive to Haverhill Street. The reason for this request is because the present owner, Mrs. Small, wishes to keep the land abutting Haverhill Street as the family estate and sell off the four back lots. The Superintendent pointed out that , Field Pond Drive is already over the 900 ' length set by the Board of Survey Rules and Regulations and that if the extension was approved for the four lots it would reduce the possibility of the future extension of Field Pond Drive to Haverhill Street be- cause of the economics of extending the road for a few lots and three lots could be created on Haverhill Street without a Board of Survey hearing and/or approval . After a general discussion, it was agreed to notify Mr. Wills that the Board was not in agreement with the proposal . Meeting adjourned at 7:52 P . M. Re,/9 pectfully submitted, �Secr etary
