HomeMy WebLinkAbout1980-09-29 Board of Survey Minutes September 29, 1980 Meeting of the Board of Survey convened in Room 16, Municipal Building at 8 :00 P . M. Present were Chairmen Cowell, Secretary Wood, Board Members DeHart, Fallon, Barker and Clerk of the Board Louanis. Mr. Louanis reported to the Board that Mr . Fantasia requested a reduction in the bond on his subdivision known as Chapel Hill Estates. The existing bond of $19,000 is held by the Town and the estimated amount of work to be completed is $6,000 including the following items: loaming and seeding not satisfactory and will re- quire additional work next Spring and the sidewalk abutting Lot 5 is showing signs of settlement and there is a large crack in the curb in the middle of the sidewalk. All this must be corrected. Some of the trees have been planted and the rest of the trees have been assigned to the Town and they will be placed in the Town Nursery until the lots are ready. Some minor incidental work remains, side sloping and backup of some sidewalks. The Superintendent recommends the Board release $13,000. Mr . Fantasia joined the meeting at 8: 20 P. M. and stated he believed he had completed the subdivision and requested the Board release the bond. The Superintendent reiterated the remaining work as previously presented to the Board and after a discussion Mr . Fantasia agreed with the Superintendent 's presentation. Mr . Fallon questioned the Superintendent regarding the continued delay in completing this subdivision since he was under the impression it was to have been completed June 30, 1960. The Superintendent reported to the Board that this subdivision had had an unusually long develop- ment. Some of the reasons are as follows: after the approval of Chapel Hill Drive there was a delay due to Conservation Commission' s concerns and before those problems could be resolved Mr. Fantasia had bought additional land and modification of Chapel Hill Drive was made to tie Terrace Perk into the subdivision. Again, a long process with the Conservation Commission to resolve this too . Once construction got underway, the developer sold lots to individual owners and this is always a long end drawn out venture. It was moved, seconded and voted 5:0:0 to reduce the bond by $13,000 keeping $6,000 to cover the value of the remaining work. Reap)vctfully submitted Secretary
