HomeMy WebLinkAbout1980-03-31 Board of Survey Minutes March 31 , 1980 Meeting of the Board of Survey convened in Room 16 , Munici- pal Building at 9 : 10 P . M. Present were Chairman Cowell , Secretary Wood and Board Mem- bers DeHart , Fallon and Barker together with Clerk of the Board Lousnis. Minutes of the previous meeting were accepted as presented. Arthur Polychrones of 30 Collins Avenue , Reading appeared before the Board of Survey seeking a ruling under the Towne Zoning By-Law 4. 5. 2 and/or 4. 5.6. Mr. Polychrones stated that he owns the lot at the end of Collins Avenue on the cul-de-sac and it is his desire to build a retirement home there. He has already filed under the Wetland Protection Law to fill the lot so that he and his wife could build a slab type constructed home for their use . The Reading Conservation Commission has denied the petition to fill and they have filed an appeal with the D. E . Q . E . In the meantime they have filed with the Reading Board of Appeals and in anticipation of a favorable approval from the D . E . Q . E . the filing with the Board of Appeals is necessary to obtain a special permit to build in the Wetland Protection District . The zoning by-law requires the Board of Survey , the Board of Health, the Planning Board and the Conservation Commission to make a report to the Board of Appeals. Mr . Polychrones requested the Board of Survey to make a favorable report in anticipation of the receipt of per- mission from the D. E . 0. E . to fill the lot . A discussion ensued relative to the wetness of the site , the amount of filling to be accomplished and the fact that the Board was being asked to make a determination on a future event that may or may not be approved. Therefore , it was moved, seconded and voted to table action on the request pending the result of the appeal to the D . E . Q . E . by Mr. Polychrones . Meeting adjourned at 9:40 P. M.
