HomeMy WebLinkAbout1979-12-10 Board of Survey Minutes December 10, 1979 ' Meeting of the Board of Survey convened in Room 16, Munici- pal Building at 8:45 P. M. Present were Chairman Price, Secretary Cowell , Board Members Testa, DeHart and Wood and Clerk of the Board E. Roger Louanis. Minutes of the previous meeting were accepted as presented. The Board read memorandum from the Engineering Division in- dicating that $72,700.00 in work remained to be completed of the $186,600.00 amount bonded on Aurele Circle and Benton Circle, that sewer and water connections to the foundations have been made on all lots and the first layer of pavement has been placed on the roadway. Following a brief discussion it was moved, seconded and voted to reduce the $186,600.00 bond held by the Salem Five Cent Savings Bank in accordance with an agreement dated October 22, 1979 between Parkwood Construction Corporation, the Reading Board of Survey and the Salem Five Cent Savings Bank for the completion of the work on Benton Circle and Aurele Circle to $72,700.00 releas- ing $113,900.00 and to release the lots from the Covenant Agreement in order that the lots might be sold. Attorney 0. Bradley Latham, and Louis Martinage, Engineer appeared before the Board to present a conceptual plan of a sub- division of an area known as Pine Grove Estates. The Board re- viewed memorandum from the Engineering Division (copy attached) and listened to the presentation made by the developers' representatives. However, the Board was in agreement in their disapproval of the length of the cul-de-sac as it exceeded the 900 ' approved length by approximately 4001 . Superintendent Louanis stated that the developer of Eastway 71Extension has requested a release from the Building and Conveyance restrictions of the Covenant Agreement on nine lots. Mr. Cowell moved, Mr. OeHart seconded and it was voted to release Lots 17, 18, .19, 20, 24A, 25, 26, 27 and 29A on Eastway Extension from the Building and Conveyance Restrictions of a Covenant Agreement between Harwill Realty Trust and the Board of Survey dated November 22, 1978 recorded with Middlesex South District Registry of Deeds in Book 13636, Page 262 and to accept a performance bond dated December 7th, 1979 to cover the remainder of the work to be completed on the street. The Board signed the Release of Restrictions. The Board read memorandum from the Engineering Division concern- ing the preliminary plan of subdivision between Main and Pearl Streets with access of Franklin. Following a short discussion, it was moved, seconded and voted to disapprove the proposed preliminary plan of land in Reading, Massachusetts prepared by Hayes Engineering and dated September 28, 1979 for the following reasons: ' The proposed road exits off a very narrow section of Franklin St. , and all obstructions to view should be shown on the plan to insure a safe intersection. The proposed road is longer than the nine hundred foot maximum allowed by the Board of Survey Rules and Regulations. The proposed profile does not meet .the .Boar.d .of _Survey or the A.A.S.H.O. standards in regar.d .to ver.tical ,curve .lengths. The profile will have to changesubstantiallyto meet this requirement. The drainage proposal indicates that all of the runoff will be directed to Main Street. The existing condition at Main Street has been a pro- blem in the past .and .the additional drainage will increase the problems. This must be addressed. . , . . . The proposal does not indicate 'that the water main will be looped to another area. Retaining walls may be required at the entrance to Franklin Street. Details will have to be made of this section. There is a section of roadway at Station 9+00 that will have a 101 foot cut section to get down to the road grade. This will require substantial side sloping into the lots or retaining walls. Following a review of the preliminary plan of Warren Avenue Extension owned by Rivers Development Corporation, 20 Brentwood Road, ' Reading, Massachusetts and dated October 17, 1979 it was moved, seconded and voted to disapprove the plan for the following reasons: Minutes - continued December 10, 1979 The proposed cul-de-sac is below the Board of Survey standards for a 50' radius and 10' wide sidewalk area and granite curb.
