HomeMy WebLinkAbout1979-07-30 Board of Survey Minutes July 30, 1979 Meeting of the Board of Survey convened at 8:00 P. M. in the auditorium of the Community Center. at 52 Sanborn Street. Present were Chairman Price, Secretary Cowell , Board Mem- bers Testa, DeHart and Wood- and Clerk of the Board E. Roger Louanis. Chairman Price introduced members of the Board to the residents in attendance and requested Secretary Cowell read the Notice of Public Hearing. Chairman Price then announced the procedure to be followed would be a presentation by the developer and/or his engineer, comments and questions by the Board and finally the meeting would be opened to general dis- cussion with the public. Mr. Peter Ogren of Hayes Engineering, representing the developer, Aurele Cormier stated that since the last hearing several possible options had been viewed and discussed with the Engineering Department and the Board of Survey. The plan presented this evening indicates the area will be developed by entering the property at Lowell Street and a short cul -de-sac to the left, while the main street will end in a large cul-de-sac toward the end of Margaret Road. The plan consists of twenty-five house lots and 40,000 square feet will not be used but will be turned over to the Town in the interest of protecting the well field. Mr. Ogren indicated there would be an emergency entrance between Lot 16 and Lot 17 with a security gate at either end. Mr. Ogren indicated the roadway had been reduced from 50� to 401 layout and requested approval of sidewalk construction on only one side of the road- way, preferablythe southerly side.Th& o rd took no c ion. y A 11 �rainage wil� �e connected to preclude surface water entering the wetland to the north. The Board indicated they had no problem with the pro- posed plan. Mr. Ives of 451 Lowell Street pointed out several areas of dissatisfaction: residue from the salt-sanding of the new streets in the winter infiltrating the well field; incorrect name on the notice of public hearing since the new street will obviously not be named Margaret Road, and questioned who would bear the cost of lowering the level of the sewer . Chairman Price stated this was merely a continuation of a preliminary hearing and when the notice of the final hearing is posted and published it will be done with a new and proper name. Superin- tendent Louanis stated the Department of Public Works use a separate sanding truck to sand all the streets around the peri- meter of the well field and that no salt is used in the area. Chairman Price informed Mr. Ivas the developer will bear the cost of altering the level of the sewer lines. Following further general discussion Mr. Cowell moved, it was seconded and voted to close the hearing. Mr. Hunsaker came forward and thanked the Board of Survey and Mr. Louanis, Superintendent of the Board of Public Works, for the time and effort spent in the interest of the residents living in the area surrounding the proposed new development. Mr. Cowell moved to postpone action on the plan until later in the evening and Mrs. Wood seconded. A short dis- cussion ensued, the motion was withdrawn and Mr. Cowell moved, Mrs. Wood seconded and it was voted to approve the proposed concept of the plan as presented by Mr. Ogren of Hayes Engineer- ing for Mr. Aurele Cormier, developer of land off Margaret Road.
