Meeting of the Board of Survey convened in Room 16, Municipal
Building at 9:00 P. M.
Present were Chairman Price, Secretary Cowell , Board Members
Testa, DeHart and Wood and Clerk of the Board Louanis.
Minutes of the previous meeting were accepted as submitted.
Secretary Cowell read Notice of Final Hearing on Criterion
Road. Chairman Price opened the meeting by introducing the Board
to the citizens and outlining the reasons for the hearing stating
the developer would make a presentation, the Board Members would be
given the opportunity to present questions and then it would be
opened up to general discussion by the residents. Mr. Stearns from
Hayes Engineering represented the developer Donald Johnston and made
the presentation stating the Extension of Criterion Road would serve
five (5) building lots and would conform with the Town of Reading
Board of Survey Rules and Regulations. The Chairman asked the
Superintendent if the Engineering Division had any problems with
1 the plan. The Superintendent pointed out there had been two problems
not addressed at the preliminary hearing regarding drainage to the
north of the street and between lots abutting from Henzie Street
and the drainage channel in which the water was to be discharge on
abutting property. A general discussion ensued between the Board,
the Engineer and the citizens attending the hearing. The drainage
problem between Henzie Street and Criterion Street has been resolved
north of the street line by creating a swale running northerly to a
low point at the back of the lots on Henzie Street. The drainage then
runs to the south discharging both the street drainage and surface
runoff to the rear of the lots on Criterion Road which will be graded
in such a way as to direct the water overland to the ponding area
into Town property to property formerly known as the Higgins property.
The Developer, Donald Johnston, assured the Board when the construc-
tion of homes was complete Criterion Road will be in a condition
equal to that at the present time. All questions regarding the sub-
division were answered satisfactorily by Hayes Engineering. It was
1 moved, seconded and voted to closethe hearing. It was moved, seconded
and voted to approve the definitive plan of Criterion Road Extension
subject to the consition that the developer will grant the Town a
Conveyance of Easements and Utilities prior to the Board signing the
Definitive Plan.
Secretary Cowell read notice of public hearing regarding Colonial
Drive Extension. Edward Stearns of Hayes Engineering represented
Symes Associates and presented the plan to the Board outlining the
proposed subdivision stating it was an extension of a portion of
Colonial Drive off Beaver Road and the subdivision would run in an
easterly direction and a northerly direction to a cul-de-sac; the
subdivision would meet all the requirements of the Town of Reading
Board of Survey Rules and Regulations and town water and sewer mains
would be installed. The Chairman asked if the Engineering Division
had reviewed the plan and the Superintendent gave the Board eight
items that had been addressed by the Engineering Department, as
follows:
1 ) Sewer main should be extended to near station 9*00
2) Sewer main will be heavy duty class pipe
3) Minimum cellar floor elevations will be required on all lots
4) It appears that a pending problem may be developed between Lot
1 and the existing homes due to the natural existing contours
of the land and the eventual disruption of this drainage pattern
after construction
5) The drain in Lot 6 should have some defined swele section for ,
the water to follow
6) The name of the roadway will be changed to some other suitable
name prior to the submission of a final plan
7) The lots will be renumbered according to the assessors
numbering requirements
8) The area where the proposed drain will connect to the existing
drain will have to be repaved full width
The Superintendent pointed out that Colonial Drive Extension
had been originally planned to extend from Beaver Road around to
Colonial Drive where it dead ends near Brewer Lane but because of
the wet land in between it is not feasible that this kind of an
extension take place therefore it is necessary to change the name
of Colonial Drive Extension where it leaves Beaver Road. The Super-
intendent recommended that the Board hold a public hearing to change
the name of Colonial Drive Extension prior to the final hearing of
the subdivision. Board members questioned the developer on repairs
to Colonial Drive Extension where the water main and the drainage
were to be extended. The developer stated he was willing to patch
the trenches and overlay the entire street with one inch bituminous ,
concrete. Mrs. Wood questioned the developer on what was going to
happen to the rest of Colonial Drive Extension with heavy equiprpent
going over it and would he be willing to repair any damage that
could be caused by construction. The developer thought the Board

had the authority to require him to do that as they would have any
other street in Town but it was pointed out that Colonial Drive
Extensionis a private way and unless it was written into the agree-
ment the Board would not have that authority. My Symes agreed to
have that written into the Covenant Agreement at the time of the
approval of the final plan. It was moved, seconded and voted to
close the hearing.
