' Meeting of the Board of Survey opened in Room 16, Municipal
Building at 8:00 P. M.
Present were Chairman Dustin, Secretary Price, Board Members
Russell and Testa and Superintendent Louanis.
Minutes of the previous meeting were accepted with correction.
Secretary Price read Notice of Public Hearing on the Exten-
sion of Sunnyside Avenue. Chairman Dustin opened the meeting by
stating it was a preliminary hearing in which the proposed developers
of the property would be given an opportunity to present their plans
and following that questions would be accepted from the Board and
then opened to the public for questions and comments. The developer,
John Rivers, was represented by Attorney 0. Bradley Latham and a
member of the firm of Hayes Engineering. The meeting was attended
by approximately eighteen people. The Engineer presented the plan
explaining it was an extension of Sunnyside Avenue in a southerly
direction to a cul de sac approximately six hundred feet long en-
compassing nine lots. The area will be served by sanitary sewer,
' town water and the drainage at this point in time is somewhat sketchy
in that the developer has filed with the Conservation Commission
concurrently with the Board. It is felt that the final drainage
plan will be easily worked out prior to the final hearing. The
Engineer concluded his presentation and theSuperintendent presented
a list of eleven problems pointed out by the Engineering Division and
delivered to the developer' s engineer prior to the meeting. (copy
attached) Members of the Board brought up questions pertaining to
the filling of the site and questioned how the lots were to be
graded. The developer ' s engineer pointed out the road would be 4-6
feet higher and the lots would slope away from the roadway. The
Engineer was aware of the fact that attention would have to be given
to the siting of each house on the lot. The Chairman opened the
meeting to general discussion. The abutting property owners on
Melbourne Avenue expressed concern that their property could be
flooded because of the grading of the lots in the subdivision.
The engineer said the problem was being evaluated by his office and
they are working with the Conservation Commission to resolve the
problem. It was moved, seconded and voted to close the Hearing.
Mr. Chester Sullivan, developer of Parkview Estates, appeared
before the Board along with many of the home owners on Francis Drive.
Mr. Sullivan proposed to complete the subdivision as soon as possi-
ble and to provide the Board with information and requested the
Board grant him an extension to October 5, 1978. Mr. Sullivan stated
he was unable to get granite curbing and this had caused him consider-
able delay. However, it has now arrived and is in place. He has
also lined up his subcontractor to complete the work in a manner so
that the pavement will be completed by September 22d and presented
a letter from the paving contractor indicating he would be able to do
the work by that time. The Board pointed out to Mr. Sullivan that he
had several extensions, that they were disappointed in his progress
to date and that if they did grant him an extension they would expect
him to prosecute his work in a continuous and efficient manner until
it is complete. Mr. Sullivan stated that this was his intention.
Some of the citizens from the area indicated to Mr. Sullivan he had
made many promises and fell short on delivery and they had been left
in a depressed condition particularly in regard to their lawns, drive-
ways, steps and the general yard area because the construction site '
had been abandoned for so long a period. Mr. Sullivan indicated to
them again that he would complete the work by October 5th at 5:00
P. M. Failure to meet this dead line would result in the Board
taking the bond and completing the work in the subdivision.
It was then moved, seconded and voted to instruct the Superin-
tendent to prepare an Article to be incorporated in the Warrrnt for
the Special Town Meeting of October 5th to authorize the Town to
complete the construction of Francis Drive using the bond which Mr.
Sullivan has posted to complete the work.
Meeting adjourned at 9:25 P. M.

® Comments on Preliminary Plan of Sunnyside Drive (Ext. )
1 . The proposed 30" R.C. drain entrance in lot 2 needs more
detail work to indicate how the flow from the existing 30"
R. C. drain will be taken care of and how the water that
will be impounded by the proposed filling of the roadway will
be directed to the open section of the new drainage pipe.
2. The Catch Basins at Ste 4 +72 will not be allowed to connect
directly into the 30" R. C. drain.
3. Is any ditch work proposed beyond the 30" R. C. exit point.
The area will be receiving a concentrated flow from the pipe
that does not currently exist. The added errosion potential
will therefore need to be accounted for.
4. Where does the proposed 121' R. C. drain shown in Lot 9 drain
and what happens after the exit point?
5. The proposed sewer main is very shallow and the proposed
minimum cellar floor elevations will have to be very carefully
worked out if full service is desired especially due to the
fact that the general grading pattern appears to be away from
the filled roadway section.
6. Sewer Main alignment is poor going around the corner and forces
the water main too far over.
7. All easements for utilities will be 30' wide.
8. The water main will be extended to the lot line for future
loop in Lot 4 in a 30-foot wide easement.
9. Any slop easements required will be shown on the final plan.
10. Will the existing portion of Sunnyside Avenue receive an over-
lay after the utilities are installed? Also granite curbing
is shown to the Riverside Drive intersection, is this the
intention?
11 . The plan will probably be altered by the Conservation Com-
mission due to the massive filling proposed - has any con-
sideration been given to alternative drainage or compensa-
ting storage?
