HomeMy WebLinkAbout1978-06-19 Board of Survey Minutes June 19, 1978 ' Meeting of the Board of Survey convened at 7:45 P. M. in Room 16 Municipal Building. Present were Chairman Dustin, Secretary Price, Board Members Russell , Cowell and Testa, Superintendent Louanis, Assistant Super- intendent Bergeron a representative from the Reading Chronicle and Virginia Adams and Gail Wood, Town Meeting Members. Mr. Price read Notice of Public Hearing relative to the appli- cation for approval of a Preliminary Plan of a subdivision of land owned by Donald F. Johnston consisting of six lots fronting on Criterion Street. Upon the request of Chairman Dustin Mr. Peter Ogren of Hayes Engineering presented the plans explaining to the Board that Mr. Johnston owned six lots on Criterion Street: 2 on the south side and 4 on the north side. It was proposed to modify the existing layout of the Board of Survey by changing the grade of the street and adding two catch basins and drainage pipes to ' discharge water to the south of Criterion Street to a low point on land owned by the Town of Reading. It was the developers desire to construct a twenty foot paved travelled way with loam and tree lawns and sidewalks in keeping with the portion of Criterion Road constructed to the west of Mr. Johnston ' s property. The Engineer- ing Division had reviewed the plan and presented the following list of concerns: 1 . Show the abutting roads on the plan 2. All utility easements are to be shown on the plan 3. All work will conform to the Board of Survey Rules and Regulations for a 40 foot layout i .e. 24 foot wide paved travel way 8 foot sidewalk area each side with sidewalks sloped granite curbing and all other require- ments 4. Proof of ownership will be required 5. The proposed drainage will be discharging onto abutting property - has this problem been addressed 6. The profile should have a vertical curve 7. The minimum grade allowed is 1% Meetingo was opened to general questing. Several of the abutters who live to the north of the proposed development on Henzie Street were concerned about the possibility of impounding of water on their land if the fiotd were to be filled and raised from their present elevation. Mr. Ogren responded that it was possible to extend the drainage system to pick up the surface water if that were the case. Mr. Johnston was asked by the Board if he was aware , of a new zoning law whereby it may be necessary for him to com- bine the six lots into three. Mr. Johnston stated he was aware of the possibility and had not made a final decision on what he would do in that matter. It was moved seconded and voted to close the hearing. Mr. Price read Notice of Public Hearing at 8: 15 P. M. rela- tive to the application for approval of a Preliminary Plan of a subdivision of land owned by Harwill Realty Trust consisting of an extension of Eastway to Granger Avenue located westerly of Haverhill Street, south of Franklin Street and east of Eastway and North of Field Pond Drive. The Developer, Charles Wills was represented by Peter Ogren of Hayes Engineering and his attorney 0. Bradley Latham. Mr. Ogren presented the Plan to the Board, explained in detail the proposed extension of Eastway would run easterly, southerly and southwesterly to a dead end with Granger Avenue being extended to intercept to form in intersection with a stub road off Eastway Extension to the southeast to service , three or four lots. The subdivision would be completely constructed within the rules and regulations of the Board of Survey. At the same time the developer has filed with the Conservation Commission and already had their first hearing continued from last Tuesday night to Tuesday June 20th. Two abutters attended the hearing, one from Granger Avenue, the other from Eastway. Both abutters are concerned about the effect of filling and regrading and what effect additional drainage would have on their property. Gail Wood pointed out tb:the Board that this subdivision ' s sewage would run into the south east corner of Reading and might effect the overflow sewer manhole on Eaton Street. The Engineering Division had reviewed the plan and presented a list of eighteen modifica- tions to the developer ' s engineer prior to the hearing. The list has now been reduced to ten as follows: 1 . All utility easements are to be 30.00 feet wide 2. Sight distance easements are to be shown on the plan 3. Side slope easements are to be shown on the plan , 4. Set back lines are required for lots with reduced frontages on the cul de sacs 5. The existing utility layout must be modified to locate the pro- posed improvements in their proper location within the right- of-way Minutes - continued June 19, 1978 6. Proof of ownership 7. The existing proposal indicates that approximately 225 feet of new roadway will discharge drainage down the existing Granger Avenue layout. This extra pavement plus the fact that the roadway will have sloped granite curbing discharging onto an existing road that does not have any drainage until Haverhill Street is a problem that should and will have to be corrected 8. Further details of wh# is actually planned for the brook crossing near the existing Eastway layout will be required. If the section is to be elevated via filling will it be done by retaining walls or earth slope fill , etc. If retaining walls then the possibility of guard rails may be required. 9. The angle of the sewer manholes is not the most desirable and should be investigated for improvement. 10. All proposed work will conform to the Board of Survey Rules and Regulations.
