Meeting of the Board of Survey opened in Room 16,
Municipal Building at 8: 15 P. M.
Present were Chairman Dustin, Secretary Price, Board
Members Blood and Russell , Superintendent Louanis and Acting
Assistant Superintendent Bergeron and Finance Committee Member
Douglas Cowell .
Minutes of the previous meeting were accepted as
written.
Read Notice of Public Hearing relative to the applica—
tion for approval as a subdivision the property of Ernest G.
Babcock, Jr. , located on Hanscom Avenue Extension. Present were
Mr. Babcock, Edward E. Stearns from Hayes Engineering, Inc.,
Thomas M. Riley, Patricia Trombly and Sally Hoyt of the Conser—
vation Commission and seven abutters. The Engineering Division
had prepared a list of comments, thirteen in all , and Mr. Stearns
reviewed them and agreed to conform with the list as follows:
1 . The proposed drainage ditches shown are designed to pass
the 50 year storm with provisions made to retain the water
within the channel with a suitable lining to prevent erosion.
2. Guard rail will be of an approved type by the Superintendent.
3. Detail of the intersection of the existing pipe and the pro—
posed ditch structure will be required and approved.
4. Detail for 611 drain area and underdrain to handle surface
water.
5. All drainage easements are to be a minimum of 20 feet wide
and will require bearings and distances.
6. Minimum cellar floor elevations will have to be revised due
to the proposed ditch construction and the existing high water
condition.
7. Note on plan showing existing ditches to be filled.
8. Revise the road grade at station 4+25 to be an angle point
and eliminate the 100 ft, vertical curve from station 3+75
to 4+75. (This is to prevent the roadway drainage from going
onto the park area.
9. Vertical radius curbing required at the intersection.
10. Shift location of 611 drain, no overrun onto lot #96; the
Town will consider it a private drain an no easement will
be required.
11 . All construction details and specifications of the Board of
Survey of the Town of Reading will meet.
12. The water main will be an 8" ductile iron cement lined pipe ,
and will be installed according to the specifications of
the Town of Reading.
13. Slope easements will be required at the intersection or
with details of retaining walls.
Patricia Trombly of the Conservation Commission expressed
concern on the following items:
1 . Topographic Plans and Plan and Profile do not agree. Recent
filling as reflected by topographic plan has brought the
existing grade to approximate proposed grade.
2. Plans do not show existing 121' pipe beneath roadway discharg-
ing onto Lot 93. No indication is made as to whether this
pipe will remain or be removed.
3. No cross-sections or proposed elevations for the drainage
swales are shown.
4. Plans for alterations of existing drainage system on Lot
93, i .e. brook and wetlands, not shown.
5. Provisions for surface drainage of existing lot - #92 Hart-
shorn - not shown.
6. Test holes and ground water elevations and soil logs not
indicated.
7. Proposed alterations for existing drainage ditches on Lots
96, 97 and 98 not shown.
8. No final grades for individual lots shown.
9. No hydraulic calculations provided.
10. Drainage work proposed for lot at 98 Hartshorn should in-
clude system of underdrains to pick up seepage from the em-
bankment. Water does not appear to be a point source dis-
charge. Proposed drainage swale along the eastern lot
boundary should be set at such an elevation that the seepage
does not discharge into the swale.
The abutters questioned the Engineer, Mr. Stearns of Hayes Engin-
eering, concerning the drainage of the lots and Mr. Stearns stated
a six inch pipe would pick up the water from the spring on Lot
98 and run it into the drainage system. The Superintendent pointed
out that the Board controls the drainage in the street but not the
grading of the lots. It was moved, seconded and voted to close
the Hearing. It was moved, seconded and voted to approve the ,
plan subject to the modifications of the Board of Public Works '
Engineering Division.
Mr. Bergeron stated that all the work under Bond on Bainbridge

' Road had been completed with the exception of a few trees and he
had a certified check from the developer to purchase the necessary
trees. It was moved, seconded and voted to release the bond in
the amount of $3,600.00.
The Public Works is holding a performance bond in the amount
of $29,000 to cover the completion of the work on Countryside Lane
and the Superintendent advised the Board that the Developer had
requested the lots be released for building purposes only. It
was moved, seconded and voted to release the lots as requested.
