Meeting of the Board of Survey opened at 8:00 P. M. in
Room 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board
Members Blood, Price and Botka and Superintendent Louanis.
Minutes of the previous meeting were accepted as written.
Read Notice of Public Hearing relative to the applica-
tion for approval as a subdivision the property of Crescent
Realty Trust concerning an extension of the existing Milepost
Road layout of approximately 460 feet onto Hopkins Street be-
tween Main and Walnut Streets. Mr. William S. Spinney, Jr.
attended the Hearing. Mr. Peter Ogren, engineer from the firm
of Hayes Engineering, Inc. represented the developer and pre-
sented a plan of the extension of Milepost Road from the
existing street in a north easterly direction to Hopkins St. ,
and reviewed a list of modifications as outlined by the Town ' s
Engineering Division stating these items would be incorporated
in the plan as follows:
1 . The minimum cellar floor elevations will be set for the
proposed lots.
2. The lots being resubdivided to provide area for the new
lots will require some special attention and a new plan.
Ref. existing lots 20-24 excluding lot 22. Ref. existing
Covenant Agreement.
3• The exit headwall in lots 21A and 53 will be of the flared
exit type suitable installation.
4. The proposed profile plan indicates a fill section near
station 6+14 thus creating a pocket of water . This area
may therefore need a headwall to eliminate the potential
problem. If it does prove to be necessary the additional
drainage and drainage easement will have to be provided.
5• The existing 36" elm tree located on Hopkins Street is a
potential sitb 'di'stance hazard but should remain until the
actual roadway is cleared so that an on site evaluation of
its potential hazard can be made.
6. Every effort should be made to make the existing ditch
clean and excavated and it should blend into the surround-
ing area with side slopes that will be loamed and seeded at a
mowable cross section.
7. The extension of the water main will be done by the Public
Works Department of the Town of Reading.
The proposed plan locations and material type and number may
be revised by the Water Department Supervisor to conform to
the Town ' s installation specifications and construction
procedures.
It was moved, seconded and voted to close the Hearing. ,
Read Notice of Public Hearing at 8:30 P. M. relative to
the application for approval as a subdivision the property
of Chimo Development Corporation concerning an extension of
approximately one hundred feet of the existing Countryside
Lane layout. Five people attended the Hearing. The developer
was represented by Mr. Peter Ogren of Hayes Engineering, Inc.
who reviewed the modifications as outlined by the Engineering
Division, as follows:
1 . Show minimum cellar floor elevations.
2. The existing ditch location in Lot 4C is very objection-
able in appearance. A possible improvement to the entire
cul de sac area would be to improve the existing headwall
and reduce the existing ditch side slope to one that can
be mowed and therefore easily maintained by the homeowner.
3. The increased drainage due to the modification is insigni-
ficant and if the suggested improvement mentioned in Item
2 is done the drainage system will be more than adequate.
4. The Town reserves the right to modify the ejector station ,
plans and specification.
5. All the appropriate drawings and information as required
for the Water Pollution Control and M.D.C. approvals will
be furnished by the developer.
6. Show gutter profile around cul de sac.
7. Make the 30 foot wide easement in lot 4C for future water
as well as sewer main extension.
8. The extension ofthe water main will be done by the Public
Works Department of the Town of Reading.
A discussion ensued relative to the merits of the sewer
ejector station vs. the possibility of gravity sewer for the
proposed extension. It was concluded that under the present
rules and regulations the Board of Survey must allow the
ejector station. Several questions concerning the drainage
were asked by the abutting property owners and the engineer
pointed out that the plan had little or no effect on the
existing drainage. However, it was pointed out by the Super-
intendent that a hearing before the Conservation Commission
would be required under the Wetland Protection Act since the ,
subdivision was within one hundred feet of the open ditch.
The Superintendent was instructed to look into the feasibility
of changing the Board of Survey Rules and Regulations so that
future sewer lift stations could be disapproved in marginal
areas of the Town.
It was moved, seconded and voted to adjourn at 9. 10 P.M.
