Meeting of the Board of Survey opened at 8: 15 P. M. in
Room 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board
Members Blood, Price and Botka and Superintendent Louanis.
The Board discussed the ponding area at Hopkins Farm
Development in front of the weir structure. A memorandum from
the Engineering Division indicated that the hydraulics of the
weir structure would be changed significantly if the water
level in the area was lessened by reducing the weir elevation
and the Conservation Commission did not wish to see the water
level within the retention basin reduced and lowering the con—
trolling weir elevation invert would have a draining effect
upon the area. The lowering would also increase the chance
of debris clogging the weir entrance and become a constant main
force problem. It was recommended that:
1 . The existing pond area in front of the weir structure be
filled in to a depth of about 18 inches below the weir
invert with clean crushed stone.
2. The existing posts in front of the weir have a screening
device in front of it and anchored to the concrete structure
to prevent further clogging.
3• A 4 foot high chain link fence enclose the entire pond area
in front of the weir with a 10 foot wide gate on top of the
weir to allow maintenance machines to clean out the area
when necessary.
A general discussion ensued and it was moved, seconded and voted
to follow the recommendations of the Engineering Division and to
obtain an agreement in writing from the developer covering the
three points.
Read Notice of Public Hearing at 8:30 P. M. relative to
the application for approval of a Preliminary Plan of a sub—
division of land owned by Riverside Homes, Inc. Approximately 20
people attended the Hearing. Mr. Fred Dewsnap of the firm of
Dana Perkins acting in behalf of the developer explained the
proposed subdivision consisting of 31 lots would have two ,
means of access to Sunnyside Avenue and the main road would run
parallel with Sunnyside Avenue ending in a cul de sac with two
lots having access off Warren Avenue. Routine questions were
asked by the residents of the area concerned with traffic
volume and flow and drainage problems that exist and that may
exist as the result of the subdivision. The Chairman read list
of questions posed by the Engineering Division, as follows:
1 . The proposed subdivision should have a name.
2. There is a large lot shown without any number or indica-
tion of its use.
3. There are a number of existing easements throughout the
subdivision which will have to be abandoned by the vote
of Town Meeting.
4. There is an existing passageway near Warren Avenue to the
Washington Park.
5. The Board may ask if a similar pedestrian easement be pro-
vided to allow pedestrian traffic an easy route to Washing-
ton Park from the new area.
6. The Board may wish to consider placing a note on the Final ,
Plan in regard to Lot 30, Lot 31 and the lot without any
designation as per the powers of Section 50 page 17 of
the Reading Board of Survey Rules and Regulations in which
the Board may place a restriction on the parcel to allow
time up to 3 years for the Board to consider that land
for the addition to the existing Washington Park. The
land would have to be purchased. The area is partially
within the Wetland Protection District but several recrea-
tional activities are allowed in this zone which would be
a benefit to the Town.
7. The technical backup information required by the Final
Plan has not been submitted to date so comments regarding
drainage, sewerage, water mains cannot be commented on
at this time.
8. The Engineer and Developers were warned of a possible
sewer capacity problem in the sewer mains where the
proposed connection is to be made and that some checks
may have to be made to determine if the mains are adequate.
It was moved, seconded and voted to close the Hearing.
