HomeMy WebLinkAbout1975-11-03 Board of Survey Minutes November 3, 1975 Meeting of the Board of Survey opened at 7:40 P. M. in Room 16, Municipal Building. Present were Acting Chairman Dustin, Board Members Blood, Price and Botka, Superintendent Louanis and Donald Trudeau from the Finance Committee. Minutes of the previous meeting were accepted as written. Read memorandum from the Superintendent relative to the development known as Chequessett Road. Upon recommendation by the Superintendent it was moved, seconded and voted to release Charles H. Stamatis, President and Treasurer of Charles H. Stamatis Building, Inc. from all bonds and responsibility for Chequessett Road. It was moved, seconded and voted to sign a Covenant Agreement between the Town of Reading, Board of Survey the Reading Savings Bank and Donald S. Johnston, President and ' Treasurer of the Donald S. Johnston, Inc. covering the completion of Chequessett Road and securing $30,700 to be held by the Reading Savings Bank and to be released only on order by the Board of Survey. Read Notice of Public Hearing regarding Hopkins Farm. Mr. Dustin opened the Hearing outlining the procedure to be used in the Hearing in which the developer or his representative would be allowed to make a presentation to the Board, then the Board of Survey would be given an opportunity to ask questions and following that the Conservation Commission would be allowed to make its presentation and then the Hearing would be open to general questioning by the citizens. Attorney Kenneth Latham represented the Developer stating that the request for the re— hearing wasmade in order that the developer could attempt to meet the Order of Conditions as set forth by the Conservation Commission and it was hoped this Hearing would mediate the differences be— tween the Board of Survey and the requirements imposed by the Conservation Commission. The Board asked the Superintendent if the plan as submitted was in accordance with the Board of Survey Rules and Regulations. The Superintendent reported that it was ' acceptable except for the additional requirements that the pro- posed headwall entrance and the exit type be changed to a flared structure with the proper screening and that the proposed ditches be constructed to a uniform cross section with stone rip rap on the bottom so as to provide easier maintenance of the open ditches. . At this point, the Conservation Commission represented by James R. Boucher introduced Dr. Carr to speak in behalf of the Conser- vation Commission. Dr. Carr indicated that the proposed changes were completely acceptable to the Conservation Commission. The meeting was then opened for questions from the citizens. Several questions were asked relative to the effect of the change of drainage design and the possibility of down stream flooding. Dr. Carr indicated that the proposed design was sufficient to take care of all eventual flooding on a twenty-five year storm frequency basis and that the water level would not be increased ' substantially in the ponding area from the previous design. It was moved, seconded and voted to close the Hearing. It was moved, seconded and voted to approve the Modification Definitive Plan of Hopkins Farm, Reading, Mass.
