Meeting of the Board of Survey opened at 8:30 P.M. in Roam
16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board Mem-
bers Blood, Price and Botka and Superintendent Louanis.
Attorney 0. Bradley Latham and Richard Cutts of the Engin-
eering firm of Dana Perkins and Sons represented Jacqueline
Godfrey, owner of property off Franklin Street. Mr. Latham
stated that he wished, on behalf of his client, to present
evidence to the Board of Survey in accordance with the Zoning
By-Laws of the Town of Reading, Section 25, paragraph 5 so
that the Board of Survey could report to the Board of Appeals
on whether or not the land owned by his client northerly of
Franklin Street and westerly of Batchelder Road was in fact
not subject to flooding as it now is shown as being in the
flood plain district. Mr. Richard Cutts presented technical
information in the form of a map showing a proposed road lay-
out on the property in question and a report from the Corps
of Army Engineers which established the flood level along the
Ipswich River and Bear Meadow Brook which is directly north
of the property in question at elevation 73' above Mean Sea
Level . After considerable discussion the Board requested fur-
ther technical information be submitted and a map showing the
elevation of a projected flood plain on the property in question.
The Board met with Albert Symes at 9:00 P.M. to discuss
the further development of Bainbridge Road. Mr. Symes presented
two plans for the proposed Development: one, a cul de sac,
the second a through street from Wakefield to Charles Street,
both plans containing a like number of lots. It was suggested
that Mr. Symes modify the plan for the cul de sac, maintaining
the center line of Bainbridge Road as it now exists and present
' a plan to the Board at a Preliminary Hearing to be scheduled
later in the month. It was agreed that the Preliminary Plan
would include the following items:
1 . A thirty—foot (301 ) travelled way in accordance with the '
Board 's regulations will be constructed from Wakefield
Street the entire length of Bainbridge Road
2. A radius granite curbing will be installed at the inter—
section of Wakefield Street and granite sloped curbing
the entire length of Bainbridge Road.
3• The sidewalk area be completely loamed and seeded.
