HomeMy WebLinkAbout1974-11-27 Board of Survey Minutes November 27, 1974 ' Meeting of the Board of Survey opened in Room 16, Munici- pal Building at 8:30 P. M. Present were Chairman Blood, Secretary Reed, Board Members Russell , Dustin and Price and Superintendent Louanis. Minutes of the previous meeting were accepted as read. Read letter from John F. Beaudoin, Chief-of-Police wherein he states he has no negative comments to make rela- tive to the traffic pattern in the plan submitted to the Board on September 30th, 1974 for the development of land in the Walnut Street area. Mr . Price requested that a consultant engineer be asked for an opinion as to the impact of extra traffic on South and Walnut Streets if the State Department of Public Works can not assist the Board of Survey in this matter . Mr. Dustin also requested a ruling on Section 81-M by Town Counsel . Mr . and Mrs. Robert Lawlor of 88 Sturges Road re- quested a copy of the minutes in order that they may acquaint their neighbors of the status of the proposed development. It was moved, seconded and voted that the Superintendent be in- structed to prepare a letter concerning the Preliminary Plans concerning the Hopkins property, the letter to include the following information: 1 . Sewer easement has insufficient cover. Minimum cover over top of pipe must be 3.01 . Also sewer manhole rim grades must be set at least one foot higher than the highest possible surface water elevation in the drainage reten- tion basin. 2. Drainage Retention Basin a. The retention basin as shown on the plan indicates an overlap onto abutting property. The retention basin must be entirely within the proposed subdivision boundaries. b. The capacity of the basin will have to be calculated with 2a changed. c. The drainage retention basin must be by design no greater than two feet deep, unless provisions are made to enclose the basin with a fence. , d. The proposed 27" RC drain at the 1% slope for the outlet from the drainage retention basin is totally inadequate to retain the required runoff. A detailed inflow-outflow hydrograph for the proposed subdivision will have to be determined. An analysis of the exist- ing downstream drainage system will also have to be provided in order to determine the impact the pro- posed drain will have on the existing system. All RC drain pipes must be considered as having a maximum Manning Coefficient of 0.0013• From the analysis of the downstream system a maximum discharge from the proposed subdivisionnest be determined and the re- quired retention basin storage capacity computed. Different storms and durations must be run through model to show the relationship of the peaks and to insure that they are not simultaneous . All hydraulic computations must be shown to support the design. 3. The drainage retention area will have to: a. Have access via an easement etc. ' b. Have area as part of the abutting lots as green area so that the retention area has some legal frontage on an approved street. 4. Topo incomplete from lots 21-29 and must be shown on plan. 5. Show profile on all drainage 6. Show drainage easements 7. Show gutter profile at all intersections 8. Slope easements and corner roundings must be obtained on South Street 9. Present an analysis showing the impact of the expected traffic into and out of the development on the adjacent public ways. Meeting adjourned at 9: 30 P.M. Respectfully submitted, a r° G� Secretary
