Meeting of the Board of Survey opened at 8:00 P.M. at the
Community Center, 52 Sanborn Street.
Peter Ogren of Hayes Engineering represented the Developer
Normandy Realty Trust and made a presentation of the subdivision
outlining the proposed roadways, lot layout, sewerage design
and retention basins. Many questions were asked of and answered
by the Engineer and the Board concerning the traffic safety and
adaquate drainage design. Several people expressed the view
that the development of this site would result in substantial
drainage problems to their abutting property. The Chairman was
questioned as to what steps the Town or citizens could take to
purchase the land for either a park or conservation purposes.
The Chairman responded that it would be improper for the Board
of Survey to consider such a proposal as it was irrelevant to
the Hearing; the Board of Survey must act in accordance with the
' Subdivision Control Law and the Board of Survey Rules and Regula-
tions and the Zoning By-Laws.
Petition opposing the development signed by approximately
two hundred and seventy-five people was given to the Board by
Grace Fitzpatrick of 162 Walnut Street. Miss Susan Nickerson
submitted a Petition from the young people opposing the develop-
ment also.
Further questionsfrom the floor were directed to and an-
swered by Mr. Lester Peabody of Normandy Realty Trust who stated
the area would be made up of high*quality homes and the greater
portion would be built on lots fifty per cent or more larger
than required by the zoning by laws.
Nancy Anderson, Chairman of the Conservation Commission
offered that a study of conservation land in Reading indicated
that there was a definite shortage of open space in the southern
' portion of Reading.
The Hearing was closed.

It was moved, seconded and voted that the Superintendent
write to Mr. Lester Peabody requesting a forty-five (45) day '
extension of time re the Plans, "Normandy Realty Trust" dated
September 30, 1974 in order that the Board may investigate the
impact of 52 houses in the area in particular the traffic pattern
on South Street and the drainage problems connected with the
development.
