HomeMy WebLinkAbout1974-06-17 Board of Survey Minutes June 17, 1974 Meeting of the Board of Survey opened at 8: 30 P.M. in Room 16, Municipal Building. Present were Chairman Blood, Secretary Reed, Board Mem- bers Dustin, Price and Russell and Superintendent Louanis. Minutes of the previous meeting were accepted as read. Read Notice of Preliminary Hearing regarding the accept- ance of Boyce Street as a public way. The Superintendent ex- plained how the street would be constructed and the manner by which the cost could be amortized. Routine questions were asked of and answered by the Board. Approximately sixteen people attended the Hearing. The record of vote was: 5 in favor and 6 opposed to the Town accepting the street. The Hearing was closed. The Superintendent was instructed to contact Mr. and Mrs . Shea of 242 Summer Avenue and ascertain whether or not they were in favor or opposed to the Town accepting Boyce Street. Upon receipt of this information the Board will make a decision. Read letter from Wilmington Conservation Commission, stating there will be a Wetland Protection Act Hearing Thursday, June 20, 1974 concerning Blais-Porter, Inc. , of Reading. Mr. Dustin and Superintendent Louanis will attend the Hearing. Read letter from Attorney 0. Bradley Latham relative to the Pemberly Subdivision off Salem Street. It was moved, seconded and voted that Lots 7 and 19 as shown on Plan of Land by George E. Hayes revised March 25, 1974 and May 31 , 1974 showing Johanna Drive otherwise known as "Pemberly" be released provided the following steps be included as part of the plan. All peat be removed from an area extending ten feet beyond the outline shown for the proposed houses before the land be re- filled to the finished contours shown on the plan. Read letter from Domenic C. Mazzola relative to the ' development known as Pheasant Hill Estates, It was moved, seconded and voted to grant an extension of one hundred and twenty days from June 24, or until October 22, 1974 to the Developer. The Board reviewed the plan for Francis Drive (Parkview) . The Developer does not as yet have the necessary. easement. ' The Superintendent pointed out .that a decision must be made by June 24th. Point of information. Read letter from the residents of Randall Road relative to the condition of the development. The Superintendent was instructed to write the Developer, William P. Angelini , re- minding him that the completion date for the subdivision under bond is September 30, 1974 and urging him to complete the terms of the bond as soon as possible. Rules and regulations of the Board of Survey were dis- cussed and the following items were to be included in the _ regulations: 1 . A regulation to prevent the use of kidney shape or cul de sac for the sole purpose of obtaining additional frontage. 2 . Granite curbing shall be included in the speci- fications. 3. No stub road shall be allowed over a thousand ' feet. 4. All subdivisions will be required to install sanitary sewer within the subdivision whether or not the Town sewer is available at the time of construction. 5• Cuts in embankments shall have a minimum slope of two to one or a retaining wall must be built. The Board reviewed a preliminary plan of Pine Grove Estates which showed resubdivision of the area with approx- imately seventeen lots, about a half of the original proposal . It was agreed that the proposal was an improvement over approved division but no action was taken. Meeting adjourned at 11 : 15 P.M. espec/t/full ysuubbmmiittted, Secretary ,
