July 19, 1971
Meeting of the Board of Survey opened at 8: 15 P.M. in
Room 16, Municipal Building.
Present were Secretary Florence, Board Member Watt
and Superintendent Louanis .
Public Hearing was held regarding a change of grade of
Washington Street which runs in a Northerly direction from Woburn
Street to a dead end.
Vincent Fantasia of Terrace Trust, Attorney Robert
Lucas and Erich Nitzsche of Robert Anderson & Company attended
the hearing. Mr. Nitzsche presented a plan and explained the
reasons for the requested change of grade and proposed installa-
tion of sewer , drainage and water, and planned resurfacing of the
street to serve a proposed 40-unit apartment house on Mr.Fantasia 's
property. Mr . Fantasia presented a site plan showing the proposed
location of the apartment house, parking areas and drainage to be
constructed on the site.
The Superintendent pointed out to the Developer that the
cost of the proposed construction in Washington Street would have
to be borne by the Developer and the Board will require a Per-
formance Bond in the estimated cost of the work. Mr . Fantasia
stated that he was aware of this . The Board took the change of
grade hearing under advisement.
Read note from the Superintendent stating that Domenick
' Zanni Realty Trust, Developer of Field Pond Acres , had completed

the first phase of the construction of Rustic Lane and had '
posted a Performance Bond in the amount of $35,000.00 for the
completion of the work, and the Superintendent's recommendation
to the Board that it release Lots 1 to 16 inclusive and Lots 32
to 40 inclusive on said Rustic Lane from the operation of a
Covenant Agreement.
It was moved, seconded and voted subject to the con-
currence of the third member that the Superintendent ' s recom-
mendation be followed.
