HomeMy WebLinkAbout1971-04-12 Board of Survey Minutes April 12, 1971 Meeting of the Board of Survey opened at 8:05 P.M. in Room 16, Municipal Building. Present were Chairman White, Board Members Cochrane, Hodgkins and Watt and Superintendent Louanis. The Board met with 17 residents of Osborne Avenue who requested the Town to investigate and correct the drainage and culvert problem of Osborne Avenue. According to the Superin- tendent, plans of Osborne Avenue were approved by the Board of Survey on June 20, 1966. A Performance Bond in the amount of $5,000.00 was furnished by Martha C. and Edward L. Small , the Developers, on June 10, 1966 with a completion date of October 15, 1967. The requirements of the bond have been met with the ' following exceptions: a. Setting curbing at the intersection of Osborne Avenue and Pleasant Street. b. Completing sidewalk construction abutting the curbing. c. Setting stone bounds. The Board of Survey approved minimum cellar floor ele- vations established by the Engineer for the project. The minimum cellar floor elevations are at or above those set by the Engineer. The Board does not have any control over the basement whether it becomes a cellar or living area nor the grading of the individual lots. Discussed were the lowering of the drain pipe, enclosing of the ditch, and riprapping to prevent erosion of the bank. In conclusion, the three items involved were having the street finished and accepted as a public way; is the drainage on the lots , particularly on the west side of Osborne Avenue,where ' they do not drain - settling or not draining properly; and hav- ing an open brook running through the area which the abuttors would like to have enclosed. It was agreed that the Engineering Department will make a water level survey of the area. Meeting adjourned at 8:55 P.M. Respectfully submitted, Secretary
