MEETING OF THE BOARD OF SURVEY OPENED AT 8:00
P.M. IN ROOM 16, MUNICIPAL BUILDING .
MESSRS. WATT AND WESTON CONDUCTED FINAL HEARING
REGARDING THE APPROVAL, DISAPPROVAL OR MODIFICATION OF
THE LINES AND GRADES OF THE STREET AS SHOWN ON A DEFINI-
TIVE PLAN SUBMITTED BY WING ASSOCIATES, SAID STREET BEING
FOX RUN LANE (CRANBERRY LANE) WHICH RUNS IN A NORTHERLY
DIRECTION FROM FRANKLIN STREET, A DISTANCE OF 500. 00 FEET
MORE OR LESS TO A DEAD END.
FIVE PERSONS ATTENDED THE HEARING. MR. JAY,
REPRESENTING WING ASSOCIATES, ANSWERED TECHNICAL QUESTIONS
POSED BY WILLIAM HILBRUNNER, ATTORNEY FOR ANNA L. VICKERY
AND LOIS M. PIPER, ABUTTERS TO THE DEVELOPMENT.
THE LINENS ON THE DEVELOPMENT WERE NOT AVAILABLE
TO THE BOARD BUT MR. JAY STATED THAT ALL ADDITIONS AND
CORRECTIONS RECOMMENDED AT THE PRELIMINARY HEARING HAD
BEEN INCORPORATED IN THE PLAN WITH THE EXCEPTION OF THE
CORNER ROUNDING WHICH HE WOULD HANDLE IN ACCORDANCE WITH
THE BOARD OF SURVEYS REQUIREMENTS. UPON RECEIPT OF A
LETTER FROM THE MESDAMES PIPER AND VICKERY GRANTING PER-
MISSION TO WING ASSOCIATES TO ENTER UPON THE PROPERTY
' ABOUT 35 OR 40 FEET, THEY WILL MATCH THE GRADES AT THE CUL
DE SAC. COPY OF LETTER WILL BE ATTACHED TO THE PLAN.

ACCORDING TO MRS. VICKERY, FIRE CHIEF PERRY HAS BEEN r
GRANTED PERMISSION TO USE THE OLD WOOD ROAD IN THE EVENT
OF FIRE; ALL OTHERS ARE TRESPASSERS.
BENJAMIN H. NICHOLS SPOKE FOR THE TOWN FOREST
COMMITTEE AND AS A CITIZEN. COPY OF HIS COMMENTS ARE
ATTACHED. PSR. NICHOLS ALSO SHOWED CONCERN OVER AN ACCESS
ROAD TO LAND OWNED BY THE TOWN TO BE USED BY THE CAMP FIRE
GIRLS. PIR. NICHOLS REQUESTED THAT THE BOARD TAKE THE PLAN
UNDER ADVISEMENT AND CONFER WITH DR. NICKERSON.
THE SUPERINTENDENT WAS REQUESTED TO CHECK WITH
THE DEPARTMENT OF NATURAL RESOURCES FOR THEIR COMMENTS
AND TOWN COUNSEL TO ASCERTAIN LEGALITY OF THE OLD WOOD r
ROADS.

Town of Reading
My name is Benjamin E . Nichols . Z live at 25 Avon Street ,
Reading.
I am speaking as the Secretary of the Town Forest Committee ,
and as an individual citizen. I um submitting a copy of these
comments for your records.
There are two problems with which we are concerned in
regard to Fox Run Lane .
1. The pallntion b; sewage going into leaching
fields, and on down through the natural drainage
to the prospective well field areae .
2. The roadway leading toward the existing wood
roads in the present Town Forest . _
Regarding the first problem. Last Saturdg afternoon, a trip
Phrough this area was made by Chief Perry , Chairmen of the
Town Forest Committee ; Dr. Norto:. Nickerson , who lives on
rescott Street here in Reading; a friend of his who is the
director of the Natural History Museum in Brewster,Mass. , and
myself. Br. Nickerson unfortunately is unable to c,r::e to tris
meeting as he flew to the Bahamas Sunday morning for two weks .
He is knowledgeable on land use, and water pollution . We are
concerned with the part of this property in the rear portion
in which there are two small ponds. Enough water has collected
at this time of year, so there were children skating on this
Joe last Saturday. The outrun following the natural drainage
toward the swamp has ffozen in very thick ice near the western
side of this property. Dr. Nickerson pointed out that even though
individual leaching fields are conatructed for each residence ,
eventually there will be seepage down the natural runway toward
the swamp. The swamp drains toward the Ipswich River, and the
prospective well fields of our Water Department . There has been
discussion of a report regarding the future of the well field
areae. Perhaps the Town will join the I4DC system, and perhaps
it will not. We should not be hasty in allowing land uses which
may in the future pollute necessary water drainage areas.
I am wondering if this plan has been shown to , and cleared by , 9
the Massachusetts Board of Natural Resources. '

Dr . ldickerson knows these problems well, and is well
acquainted with the current legislative acts which pertain
to them. I believe it would be wise for your Board to take
this matter under advisement , and make no decision until you
have had an opL,;ortunity to have Dr. Nickerson give you the
benefit of his knowledge and Judgement . As I understand it ,
you have a period of sixty days in which to render your
decision, so there is plenty time in which to talk with
Dr . Nickerson.
RegarUing the second problem. The Town Forest is one of the
great current , and future , assets of our community. We need
to use , and also important, protect our Forest . A wood road
is a neces:.ity for fire equipemt to get into the woods . Any
land leading to this area should be so ]aid o, t that a roadway
is available , as well as elevations and Erades suitable , for the
travel of fire equilAi ant.
I respectfully request that your Board does not make a decision
on this property at this time , and take the matter under
advisement .
