NOI 270-0687, 0 Border Road, Map 6 Lot 4, Hanson Jeff Brem presented changes to the plan as requested by the Commission at the previous meeting. The proposal is to remove 12 trees, and replace them with five maple trees, five pine trees, and seven shrubs. The loam pile on the site will be repurposed to create a swale around the back of the trees. Mr. Brem stated that he sent the Commission a waiver letter indicating that the walkway is within the 35-foot buffer, but outside the 25-foot buffer. He also verified that the culvert starts at the headwall, and the plan Includes installing boulders at the headwall to protect the culvert. Ms. Scanlon asked what the low point beyond the berm will be, why the swale was not curved toward the wetland, and what other plantings might be added. Mr. Brem stated that the low point should end up being between 100 and 101 feet, the swale was directed away from the wetlands to avoid the 25-foot buffer zone, and he is hoping that jewelweed will fill In for vegetation. Ms. Longley requested that the waiver letter be amended to include moving the dirt pile and planting native plants. Motion to continue by Ms. Scanlon, second by Mr. Flynn. Vote 6-0-0. RDA 2017-10, 288-292 Grove Street, Lot 37 Lot 4, Meadowbrook Golf Club Ms. Longley opened the Public Hearing and noted that the applicant had significant changes stemming from their meeting with the Planning Board. Motion to continue by Mr. Flynn, second by Mr. Pinette. Vote 6-0-0. Page I 1 NOI 270-0683, Parcel 0 Haverhill Street, Map 57, Lot 17, Gillis Ms. Longley stated that the project was approved at the last meeting and the DOC just needed some minor typo edits. Mr. Flynn noted that the way the CDC currently reads makes it sound like the homeowner would be responsible for keeping the culvert clear. However, the culvert is not on the owner's property and he cannot be held responsible for clearing it. Mr. Tirone noted that it says"inlet opening." Motion to issue Order of Conditions for NOI 270-0683 as amended by Mr. Flynn, second by Mr. Pinette. Vote 5-0-1 with Mr. Curtis having recused himself due to his proximity to the site. NOI 270-0685 Off Beaver Road, Map near46, Lot near 158, Tennessee Gas Pipeline Ms. Longley reopened the Public Hearing. David Biancavilla and Ingeborg Hegemann of BSC Group were present with representatives from Kinder Morgan. Following discussions with the Town Engineer, Ms. Hegemann proposed two alternatives to install the pipeline across the stream. The first option involves installing matting Flat over the pipe, and the second creates a low-flow channel. The pipe will be cushioned by sand and stone, then wrapped in fabric. Ms. Longley reviewed the memo from Ryan Percival, Town Engineer, dated August 2V, which summarized Engineering's opinions and specified that the flat design armament was the preferred method of Installation, and that 1/2 inch stone should be increased to 3A inch stone. The Commission agreed that the flat installation was preferred, but had no Issue with using 1/2 inch stone. Motion to close NOI 270-0685 by Mr. Flynn, second by Mr. Pinette. Vote 6-0-0. The Commission discussed amendments to the Order of Conditions including: erosion control, water management and contingency plan for significant rain event during excavation, pre and post inspection, bank stabilization, and agreement to 1/2 inch stone with note to submit a minor plan change if anything changes. NOI 270-, 56 Grey Coach Road, Map 46, Lot 50, Fay NOI 270-, 62 Grey Coach Road, Map 47, Lot 10, Trlglione NOI 270-, 3 Carriage Lane, Map 46, Lot 51, Thomas Ms. Longley opened the Public Hearings. Thomas Hughes, Environmental Consultant, represented the homeowners of all three contiguous properties. A tree company removed six mature trees from behind 3 Carriage Lane, nine mature trees from 56 Grey Coach Lane, and eight mature trees behind 62 Grey Coach Lane. All trees were within the 25-foot wetland zone of natural vegetation, and the Town was not consulted prior to their removal. The proposed replanting plan in accordance with the tree policy Includes: three red maple, three river birch, six pussy willow, and six high-bush blueberry at 3 Carriage Lane; three balsam fir, three eastern red cedar, six winterberry holly, six high-bush blueberry, and six pussy willow at 56 Grey Coach Lane; and five balsam fir, black spruce, isolated wetland red maple sapling, six high-bush blueberry, six pussy willow, six winterberry holly, and three rhododendron at 62 Grey Coach Lane. Wood chips and other debris will be removed and the rest of the disturbed areas will be seeded with New England wildflower mix. The Commission discussed reinstating the original vegetation line, adding a three-foot Flower bed buffer strip outside the 25-foot line, and where to locate the granite markers. Amended OOC 270-0681: 14 Strawberry Hill Lane, Map 7, Lot 193, Moynihan Ms. Longley opened the Public Hearing. Mr. and Mrs. Moynihan appeared before the Commission to request an amendment to their approved order of conditions. The pool in their original proposal was a 600 square foot rectangular pool. The new plan changes the shape of the pool to a kidney shape, but maintains the 600 square foot size, adds 300 square feet of patio space, and changes the patio surface from bluestone to techo block pavers. The Commission expressed concern at the increased square footage of the patio and the long-term permeability of the techo block pavers. The offered suggestions including adding a trench drain along the patio and adding a space for plantings between the patio and the pool. Mr. and Mrs. Moynihan agreed to eliminate the narrow portion of the patio that leads to the deep end of the pool and submit an updated plan. William Redford of 18 Maple Ridge Road noted his opposition and requested that the applicant move the pool further from the property line. Motion to close by Mr. Pinette, second by Mr. Flynn. NOI 270-, 48-54 Franklin Street, Map 52, Lot 24 & 25, S&L Homes LLC Ms. Longley opened the Public Hearing. Rich Stuart presented his subdivision proposal. Following a meeting with the Planning Board, he is working on a redesign of his plan to include granite curbing, catch basins, drainage, grass swales, decreasing the amount of pavement, and constructing sidewalks on one side. Mr. Tirone expressed concerns over half of the wetland delineation, but did not think that it would affect the cul-de-sac or houses. Nancy Kohl of 607 Pearl Street expressed concern that the development could encroach on the buffer zone or disturb vernal pools in the area. Phil Vinciguerra of 589 Pearl Street expressed concern that the new development will cause flooding in his and neighboring yards. Motion to continue NOI 270-, 48-54 Franklin Street, by Mr. Flynn, second by Mr. Pinette. Vote 6-0-0. Old/New Business: DOA 2017-09, 1321 Main Street, Map 51, Lot 89, Shaw Realty Trust Mr. Tirone reviewed the RDA from the previous meeting for a rain garden and detention basin next to the parking area. Motion to issue negative determination by Ms. Scanlon, second by Mr. Curtis. Vote 6-0-0. Alligator Alley Mr. Tirone reminded the Commission of the plan to extend the ramp at Wood End at alligator alley on August 27th from 9:OOam-3:OOpm.
