Reading Municipal Licht Department 2111 JUL 30 AM 9151 Citizens'Advisory Board Regular Session 230 Ash Street Reading,MA 01867 November 7,2012 Start Time of Regular Session: 6:30 p.m. End Time of Regular Session: 7:23 p.m. Committee Members Present: John Norton,Chairman George Hooper,Vice Chairman Tony Capobianco Dave Nelson Committee Members Absent: Tom 011ila,Secretary Staff: Vincent Cameron,General Manager Jane Parenteau,Energy Services Manager Mr.Norton brought the meeting to order. Amendment to Power Supply Contract Ms.Parenteau stated that there is an amendment to the power supply agreement that the RMLD signed with Concord Steam for the electrical output of their wood-burning generating unit. The original contract was signed in January 2011. Ms. Paremeau said the amendment was required because construction of the unit has been delayed due to regulatory and financial issues. Ms.Parenteau said that the amendment will give the RMLD revenue credits so the price will be marginally lower when the project comes on line. Discussion followed. Mr. Nelsen made a motion seconded by Mr. Hooper that the Citizens' Advisory Board recommend to the Reading Municipal Light Department(RMLD)Board of Commissioners to authorize the RMLD General Manager to finalize negotiations and execute Amendment AI to the Unit Contingent Power Contract between Reading Municipal Light Department and Concord Power and Steam,LLC. Motion carried 4:0:0. Other Discussion Mr.Nelson said that he heard all positive comments about the RMLD's performance in the restoration of power in Lynnfield due to Hurricane Sandy. Mr. Hooper also said that people in Wilmington were pleased with the RMLD's efforts during Hurricane Sandy. Mr.Capobianco asked Mr.Cameron about the anonymous letter that he had received. Mr. Cameron said that the letter was sent to many local government individuals alleging that the Search Committee violated Open Meeting Law. Mr.Cameron explained that he called the Massachusetts Attorney General's office, explained what had been alleged in the letter, and was told there was no violation of the Open Meeting Law. Discussion followed. Mr. Cameron said that he has investigated the letter according to the RMLD's Policy 825 - Anonymous Communications and the issue is closed. Mr.Norton said the CAB has a meeting scheduled in December. Mr.Cameron said that the RMLD had no pressing items and it was not necessary to meet in December. 1 t r CAB Meeting Minutes November 7,2012 Mr.Norton said that the December meeting will not be held and that the CAB will schedule a meeting at a later date.
