Ms. Longley called the meeting to order at 7:00 pm.
NOI 270-0696, 95 Walkers Brook Drive, Map 13 Lot 2, Perico
Mike Lannon reviewed changes to the project plans requested by the Commission. The
fence enclosure surrounding a concrete pad was removed, an old sign in disrepair was
removed, a yield sign was added to a sign post at the top of the driveway easement, and
light poles were shifted to eliminate spillover light into the wetlands. The Operation and
Maintenance plan, landscaping plan and lighting plan were all updated. Street sweeping of
paved areas will be conducted twice a year per the order of conditions. The swale along
Walkers Brook Drive will be maintained for erosion control and to contain drainage from the
parking lot.
Motion to close NOI 270-0696 by Mr. Flynn, second by Mr. Hayes. Vote 5-0-0.
Motion to issue Order of Conditions as discussed by Mr. Flynn, second by Mr.
Hayes. Vote 5-0-0.
RDA 2017-30, 288-292 Grove Street, Lot 37 Lot 4, Meadowbrook Golf Club
Mr. Tirone stated he will follow up with the applicant to see if they intend to move forward
with their plans.
Motion to continue by Ms. Scanlon, second by Mr. Flynn. Vote 5-0-0.

RDA 2018-3, 16 Pinevale Avenue, Map 11 Lot 198, Couillard
The Commission signed the negative determination decided at the previous meeting. Mr.
Tirone noted that a neighbor on Pinevale Avenue called the Engineering Department
because the temporary drainage area was flooding his backyard. So that it will not be an
issue every rain storm, the decision was made to route the water to the storm drain instead
of back into the wetland.
Ms. Longley reviewed recent site visits. Ms. Longley, Ms. Scanlon, Mr. Tirone, Mr. Curtis,
and Mr. Hayes met with Bill Manuel and the project architect for a preconstruction meeting
at 364 Lowell Street to analyze the area.
Mr. Flynn left the meeting at 7:32 pm.
Members of the Commission also visited adjoining sites on A Street and Libby Avenue. The
family on A Street is proposing to demolish the current house, and build a bigger house.
The Commission did not express concern with the project.
The family on Libby Street is requesting to remove twelve healthy trees within the 100-foot
buffer zone, two of which are within the 35-foot buffer zone. Members of the Commission
expressed concern with the proposal, as it is a large number of trees, which removes
canopy and habitat for the wetlands, and the applicants did not provide a clear reason why
they wanted to remove the trees, or intention of replanting. The Commission also discussed
how the Tree Policy should be enforced if twelve trees are removed, as the current policy
only assesses a $250 per tree/$500 maximum donation to the Town Shade Tree Fund for
private residents. The Commission agreed that this proposal may require an RDA and more
information was needed from the applicants in order to decide to allow them to remove any
trees.
