Continued NOI 270-0697, 26 Milepost Road, Map 7 Lot 92, Dimeo Mr. Dimeo was present to discuss the closure of his pool and assured the Commission that none of the water would be released into the yard. Mr. Tirone stated that he reviewed the plan and visited the site again and everything looked fine. Motion to close NOI 270-0697, 26 Milepost Road by Mr. Curtis, second by Ms. Scanlon. Vote 4-0-0. Motion to issue Order of Conditions 270-0697, 26 Milepost Road by Mr. Curtis, second by Ms. Scanlon. Vote 4-0-0. Johnson Woods Ms. Longley stated that a healthy-looking tree within the wetland buffer zone was cut down behind Johnson Woods without notice or authorization. Mr. Tirone stated that he spoke with the developer of Johnson Woods. However, he denied responsibility and told Mr. Tirone to speak with the condo owner. This is likely an enforcement issue, but the Commission needs to learn why it was taken down. The applicant scaled back the scope of work and will resubmit as a new project, which involves reducing the amount of work proposed around the wetland buffer zone, and installing two areas to catch rain water. Continued NOI 270-0699, 48 Franklin Street, aka 18 Lenetta Lane, Lot 3 Map 52 Lot 24, 25, Bill Lumbard, 5 & L Homes Mr. Tirone noted that the original bond was done for $7,500, but changed it to $2,500 for each lot with the option to retain 50% of the bond for an extended period to replace trees if they do not survive, or to establish erosion control if needed. Motion to issue Order of Conditions as amended for NOI 270-0699 by Ms. Scanlon, Second by Mr. Curtis. Vote 4-0-0. Continued NOI 270-0700, 48 Franklin Street, aka 17 Lenetta Lane, Lot 4, Map 52 Lot 24, 25, Bill Lumbard, S & L Homes At the previous meeting, the Commission expressed concern that the plantings proposed might not survive and the plan was reviewed by KD Turner Design. The Commission agreed that the revised planting plan was acceptable. Mr. Tirone noted that the Certificate of Compliance is tied into the roadway and the execution of a 10-foot easement for access to the trails. NOI 270-0703, 1260-1264 Main Street, Lot 3 Map 45 Lot 104 & 106, Mass Equity Investors NOI 270-, 1260-1264 Main Street, Lot 4 Map 45 Lot 104 & 106, Mass Equity Investors NOI 270-, 1260-1264 Main Street, Lot 5 Map 45 Lot 104 & 106, Mass Equity Investors Ms. Longley opened the public hearings. ]on Tilton of Williams and Sparages was present to provide an overview of the project. The Commission discussed the proposed stormwater runoff plan and expressed concern with the roof runoff from the house on Lot 3 being directed into the street. Engineering has not yet reviewed revisions to the plans. Ms. Scanlon encouraged the developer to add some sort of visual barrier, such as trees, along the easement for the trail access to provide a clear boundary and privacy for the future homeowners. Mr. Tirone asked for more frequent environmental monitoring during construction. Attorney Brad Ford, representing a direct abutter Marion Lester of 1310 Main Street, asked what effect the groundwater might have on neighboring properties. Ms. Scanlon explained that there should not be an impact on neighboring properties, as the way the catch basins, infiltration ponds, and retention ponds were designed will slow down the surge of water by allowing it to collect, filter, and evaporate. NOI 270-0701, 285 Main Street, Map 12 Lot 43, Afaha, Taj Engineering, LLC Ms. Longley opened the public hearing and reviewed the Commission's visit to the site. Mr. Tirone described the proposal to add three parking spots next to the dumpster area. The Commission agreed that the proposed parking spaces are outside of the 35-foot buffer zone and needed by the business. However, the area would need to be designated by a guardrail and additional plantings would need to be discussed. Because the applicant was not present, the hearing needs to be continued. Greg Jones of 26 Avon Street spoke in favor of allowing the business to add the parking spots, as patrons park along his street. Motion to continue by Ms. Scanlon, second by Mr. Pinette. Vote 4-0-0. NOI 270-0705, 1503 Main Street, Lot A Map 60 Lot 11, Castellano NOI 270-0704, 1503 Main Street, Lot 8 Map 60 Lot 12, Castellano Ms. Longley opened the public hearing. Maureen Harold of Norse Environmental Services was present to provide a summary of the proposal. The plan is to build two single family homes while maintaining the 25-foot zone of no disturbance, and 35-foot zone of no structures. The proposal seeks to remove 26 deciduous trees and one evergreen from Lot A, and fifteen deciduous trees from Lot B. The applicant is working with a landscape architect to replace the trees that are removed. The Commission discussed the drainage, snow storage, septic plans and leech fields, and materials used in impervious areas. Ms. Scanlon asked if the applicant would be willing to put a Conservation Restriction on a portion of the parcel, as it consists of a lot of wetlands. Ms. Harold stated that her client is open to it, but asked for some guidance from the Commission as to how much land. The Commission requested that structures be moved further away from the 35-foot line. Mr. Conner, Treasurer of the Reading Open Land Trust, asked if the driveways could be made of pervious material. Will Finch of the Trails Committee expressed concerns along the property line that abuts the Mattera Cabin and stated that he would work with the Trails Committee to suggest a portion of land to be donated with a focus on protecting a vernal pool beyond the property line of Lot B. Motion to Continue by Ms. Scanlon, second by Mr. Curtis. Vote 4-0-0. OOC 270-0579, Jacob Way, Augustus Court, Abigail Way — Reading Woods The Commission was in charge of overseeing the development's rain garden and wetland area. Mr. Tirone noted dead trees, excessive weeds, and sumac taking over the rain garden area. There were 8-12 shrubs planted in the wetland mitigation area that had died, and the area was being taken over by volunteer vegetation. In order to issue the COC, the developer will need to add more granite bounds to mark the wetland, add vegetation to the rain garden, and either replace the dead shrubs or donate to the Shade Tree Fund to account for the eight missing shrubs.
