NOI 270-0697, 26 Milepost Road, Map 7 Lot 92, Dimeo Ms. Longley stated that at the last meeting, the Commission requested a planting plan. lack Sullivan of Sullivan Engineering was present with homeowners Jesse and Connie Dimeo to review the planting plan and review the details of the inground pool, slight extension of the patio, fencing, retaining wall, and removal of the existing shed. Mr. Tirone asked for an operation and maintenance plan at the next meeting. Motion to continue NOI 270-0697 by Ms. Scanlon, second by Mr. Curtis. Vote 4-0- 0. RDA 2017-10, 288-292 Grove Street, Lot 37 Lot 4, Meadowbrook Golf Club lack Sullivan was present to review the proposal on behalf of the applicant. The Golf Club is trying to rebuild the golf clubhouse, which is outside of the 100-foot buffer zone. The impervious area has increased by approximately 3,000 square feet. Elements being added to mitigate stormwater runoff include: rain garden; trench drain at the entrance which will drain to the rain garden; and a Cultec infiltration system for roof runoff. Nick Bonanno of 283 Grove Street expressed concern over the addition of curbing and the location of the entrance, as it may cause a funnel effect of water toward the entrance and across Grove Street toward the residences. He also stated that the abutters are not in agreement with the proposal and feel that moving the location of the clubhouse might solve the runoff issue. Following an extensive discussion, Mr. Sullivan agreed to come back to the Commission with additional calculations for stormwater runoff, both current and as proposed, and an operation and maintenance plan for the rain garden. NOI 270-0699, 48 Franklin Street, aka 18 Lenetta Lane, Lot 3, Map 52 Lot 24, 25, Bill Lumbard, S & L Homes Ms. Longley opened the Public Hearing. Steven Sawyer was present with Bill Lumbard. Because the house is within the 100-foot wetland buffer zone, the applicant had to file a Notice of Intent for this lot in the subdivision. Two trees will be planted as mitigation trees. Mr. Tirone suggested they be red maple. The Commission requested more vegetation detail added to the plan and concrete or granite bounds added along the edge of the proposed lawn to indicate the wetland buffer zone. Motion to close NOI 270-0699 by Mr. Flynn, second by Ms. Scanlon. Vote 4-0-0. NOI 270-0700, 48 Franklin Street, aka 17 Lenetta Lane, Lot 4, Map 52, Lot 24, 25, Bill Lumbard, 5 & L Homes Ms. Longley opened the Public Hearing. Steven Sawyer was present with Bill Lumbard. Because the house is within the 100-foot wetland buffer zone, the applicant had to file a Notice of Intent for this lot in the subdivision. Because there are more replacement trees being planted on this lot, the Commission requested a planting plan by a landscape architect. An easement and sidewalk also need to be added to the plan. Motion to continue NCI 270-0700 by Mr. Flynn, second by Mr. Curtis. Vote 4-0-0. Old/New Business: COC 270-0698, 5 Dean Road, Map 46 Lot 129, Crocker The Commission reviewed then signed the Order of Conditions. COC 270-0631, 164 Green Street, Map 17 Lot 216, Brenner Mr. Tirone reviewed a site visit with Ms. Longley and Mr. Pinette and noted that there were differences in the area from the as-built plan. Mr. Tirone will call Mr. Brenner's land surveyor and updated plans should be available for the next meeting. Salem Five Stormwater Report Mr. Tirone noted that the report has become pretty standard and that sediment is not building up. Salem Five will continue to review on their own every few years. Motion to discontinue reporting requirements for Salem Five by Mr. Flynn, second by Mr. Curtis. Vote 4-0-0. Tree Cutting Policy Mr. Tirone stated that there is a property on Main Street near Mattera Cabin that has over 20 trees that are falling down. Ms. Scanlon and Mr. Flynn will accompany Mr. Tirone on a site visit to view the trees. Page 1 2 Bills: Motion to approve Pearl Street Water & Sewer bill in the amount of $13.14 by Ms. Scanlon, second by Mr. Curtis. Vote 4-0-0. 364 Lowell Street Ms. Scanlon reviewed her visit to the site and noted that the tree removal is starting upland and working its way down. Bill Manuel, the developer, and the property owner were present at the visit and noted that white ribbons wrapped around trees indicated they were not to be removed. The property owner removed some of the white ribbons suspecting that a neighbor was trying to save some of the trees. The Commission had a brief discussion of upcoming NOIs and Friends & Family Day. Mr. Flynn volunteered to staff the Conservation Commission table at the event. Motion to adjourn by Mr. Flynn, second by Mr. Curtis. Vote 4-0-0. Meeting adjourned at 9:49 pm. Page 1 3
