The meeting was called to order at 5:32 P.M. with the Chair,Timothy J. Kelley presiding.Those members present and forming a quorum were Richard Robbins,Diane Cohen,Kevin F.Mulvey and Lynn Hodgdon as well as the Secretary/Executive Director,Lyn Whyte. Minutes Move Richard Second Lynn Vote 5-0 16-049 VOTED: To accept for the record the Minutes of the Regular Business Meeting of November 2, 2015,as presented. Finances Move Diane Second Lynn Vote 5-0 16450 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #6065-6119 Payroll Summary as presented for November, 2015. Section 8 Voucher Program December 1,2015 wire transfer in the amount of$112,412.12 as presented. Fiasuces Move Kevin Second Lynn vote 5-0 16-051 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month and October,2015 of the current fiscal year. Pet Waiver 667 Development Move Diane Second Richard Vote 5-0 16.052 VOTED: To approve and authorize the tenant at#8-3 to have a cat in accordance with the rules for Pet Ownership promulgated by DHCD and the Reading Housing Authority Pet Policy after assurance that all conditions for pet ownership are in place. Personnel Matten: - Confirmation of submittal of Board Attendance to DHCD for month of October,2015 was provided to Board. Notice of resignation from Mitch Hudzik, State Program Coordinator effective November 25,2015. She provided RHA with written notice of her retirement from state service. An ad for a part time position as a Housing Manager bas been placed at MassNahro,NSHEDA, Section 8 Administrators and Reading Town Hell.Executive Director is interviewing presently with a projected start date for a new employee the first week of January. Report of Programs: - Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. RHA experienced a turnover of five units in our elderly development as of November to.All but one senior unit has been leased with new residents.RHA has completed the entire rehab of the vacant family unit located at 83 Oakland. Due to poor condition of unit upon move-out, the mmover time was approximately ten weeks.At this time,administrative staff has processed over twenty applicants to fill the unit. None have responded to RHA standard Notice of Screening to date. Efforts continue to process eligible applicant from our waidist. - Sec 8 Report-Report provided by Executive Director.At this time,the RHA is fully leased end all monies due Chelsea HA for the administration of our program are up to date.In addition,as of the end of October,the RHA and increase in income in this program per monthly accounting statements prepared by our fee accountants. Resident Service Coordinator-Current Tannerville Newsletter provided. New Business: - The RHA received its Section 8 Management Assessment Program performance rating for FYE June 30,2015 as a Standard Performer.This change occurred as a result of lower leasing rates for that time period. RHA responded by letter dated November 5,2015 to the zero rating for that particular indicator requesting that HUD review all reasons for the noted reduction in leasing that were, in our opinion,the direct result of HUD's overall freeze request imposed on agencies due to ongoing financial restraints during that specific reporting timeframe. It appears that HUD penalized RHA for following their issued guidelines.At this time,RHA has received no response back from local Boston HUD office in this regard. - Executive Director presented request from a new tenant to approve a Pet Waiver for her cat. The Director confirmed that all required documentation is in place for pet ownership at this time.A motion to approve was presented and voted. - The Board was presented with documentation from DHCD notifying the RHA of an award of $70,947 in Formula Funding for Fiscal Year 2018.This represents an expected reduction of$5,114 as previously expected. Reel Estate Matter: - Pierce Street: RHA has been informed that there will be no increases in our HOA fees for FY2016 at this location. - Gazebo Circle: Minutes for Board Meeting of Nov., 2016 was provided to the Board for their review. Of particular interest to the RHA was references made to 1) Emergency Contact Forms (pg 2 of minutes) and how that might pertain to our clients served by us and living at Gazebo and 2)MA General Laws Chapter 40B/Affordable Housing affecting Summit Village and RHA.RHA legal counsel, Brad Latham is working with the Executive Director relative to fulfilling the requirements of providing Emergency Information Forms. At this time, we have no additional information of what the Management Offim for Summit Village is looking for in regard to affordable units at that location.No other requests have been made of RHA Board Schedale January,2016 BOARD MEETING; 01/04/2016 Q 5:30 pm 16-053 TO ADJOURN: 6:00 PM.
