An annual business meeting of the Reading Housing Authority was held on Monday,August 3,2015 at
5:30 P.M at the office of the Reading Housing Authority the town of Reading,Mass. The meeting was
called to order at 5:32 P.M.with the Chair,Timothy J. Kelley presiding.Those members present and
forming a quorum were Richard Robbins,Diane Cohen and Lynn Hodgdon as well as the
Secretary/Executive Director,Lyn Whyte. Kevin Mulvey was absent.

16-013 VOTED: To certify the RHA submission of Schedule of Positions and Compensation for FYE
June 2014 as presented in the budget and within current budget guidelines.

16-015 VOTED: To certify the RHA submission of FYE June 2015 Financial Statements Certification
for our 689-1 and 400-1 programs as presented.
Certificate of Final Completion:FISH#246038 Move Diane Second Richard Vote
16-016 VOTED: To approve, sign and submit the certification of final completion and application for
payment in the amount of 532,200.00 to Reading Housing Authority for the reimbursement of costs
associated with project number 246038; Installation of new siding at 83-85 & 89-91 Oakland Road, our
705-1 family development.
To ourchase Unit 504/Gazebo Circle Move Diane Second Richard Vote 4-0
16-017 VOTED: To authorize Executive Director to enter into a Purchase and Sale Agreement relative to
Unit 504 located at Summit Village Condominium complex for a price not to exceed$216,000.00 using
funds from our RHA-Owned Money Market Deposit Account#18015644 to cover said purchase.
Personnel Matters:
Confirmation of submittal of Board Attendance to DHCD for month of lune and July,2015 was
provided to Board.
Executive Director contract forwarded to DHCD.
- Letter of support for new Board Member,Richard Robbins.
Report of Programs:
- Vacancy Report-Mitch Hudzik,State Program Coordinator provided her monthly report for both June
and July 2015.All state units fully leased.
- Sec 8 Report- Update provided by Executive Director. SEMAP report was completed by K.RoIG
on July 30 and it was submitted to HUD as required. Prior to leaving RHA employ, Kathy
prepared an up to date review of ongoing work within the Section 8 department. During the month
of August and during this transition period,matters will be handled by the Executive Director.
Resident Service Coordinator-Current Tannerville Newsletter provided.
- Monthly Work Order/Maintenance Report for month of June&July,2015.
New Business:
- All required certifications related to the RHA FYE lune 2015 were presented to the Board for their
signatures and approval. Our Fee Accountant, Tom Fowler has completed the financial reports for the
year and assisted with the preparation of the certifications. All documentation will be forwarded to
DHCD. Our audit for the FYE 2015 will take place in September. All motions were presented and
approved.
- Update provided to Board from MassNahro regarding the status of impending changes for housing
authorities: centralized wahlist progress ongoing, updated salary guides for both new and existing
executive directors will be included with 2016 budget guidelines, impact of early retirement throughout
state, new audit procedures will be in place by summers end, etc. Any additional information made
available will be provided to board members.
- Documentation to close out FISH # 246038; 705 siding project on Oakland Road was presented for
Board approval. DHCD has done final inspections and provided a small punch-list to our contractor,
Aboveboard Contracting and signed off on the first application and certificate of payment in the amount
Of$30,590. The balance due of $1610 to Aboveboard will be processed once Board approves the
Certificate of Substantial Completion and all documents are forwarded to DHCD for final processing.
Real Estate Matter:
411 Gazebo Circle: Notice of impending foreclosure of said affordable unit has been forwarded
to the RHA. Executive Director contacted Brad Latham to verify the process and make a
determination as to whether RHA can purchase said unit. Board member, Timothy Kelley
suggested that the Executive Director reach out to the owner to discuss the matter. Any updated
information will be provided at our September meeting if not before.
- 504 Gazebo Circle: RHA received notice from owner to sell the unit. A market appraisal
included the recent resale of Unit 110 that is similar to style and size. Owner will accept
$216,000 resale price. The executive director did view the unit and it appears that all windows,
heating system, kitchen, bath and appliances have been updated. We were unable to determine
the life of carpets at this time but it may be the only additional cost associated with the potential
purchase of said unit. Based on RHA fee accountant's financial analysis, the overall income
generated from the full purchase of unit would well exceed the Y20% - I% presently earned in a
savings account, money market or certificate of deposit. With the exception of unforeseen
expenditures associated with the overall property location, the RHA should experience a
projected net monthly profit exceeding 50% of a fair market rental. A short team mortgage or
equity line could be attained at a later date if the RHA thought it necessary. Upon discussion of
all relevant data, the Board did decide to proceed with the purchase of 504 Gazebo Circle. A
motion was presented and approved authorizing the Executive Director to enter into an
agreement to purchase the unit and have RHA Attorney Bradley Latham handle the sale.
