A regular business meeting of the Reading Housing Authority was held on Monday,February 5, 0 at
5:30 P.M at the office of the Reading Housing Authority the town of Reading,Mass. The meeting was
called to order at 5:32 P.M.with the Chair,Diane L.Cohen presiding.Those members present and
forming a quorum were Karen L.Flammia,Kevin F.Mulvey and Lynn Hodgdon as well as the
Secretary/Executive Director, Lyn Whyte. Timothy J.Kelley was absent.

15-055 VOTED: To accept for the record the Minutes of the Regular Business Meeting of January 5,
2015,as presented.

15.056 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable
Check#5592-5643 Payroll Summary as presented for January,2015. Section 8 Voucher Program,
#9863-9951 as presented.

15-057 VOTED: To certify receipt of monthly operating statements for al RHA programs for the
month end December,2014 of the current fiscal year.

15-058 VOTED: To approve, updated Payment Standards per K. Rolli's memo. Effective 03-01-15

15-059 VOTED: To approve, as amended, an updated Community Room Use Policy at our 667-
1&2 elderly developments effective February 2,2015 and as presented by Executive Director.
Personnel Matters:
- Confirmation of submittal of Board Attendance to DHCD for month of January 2015 was provided to
Board.
- RHA submitted affirmative response to MA Unemployment Claim on behalf of staff member.
Report of Programs:
Vacancy Report-Mitch Hudzik, State Program Coordinator provided her monthly report. .
- Sec 8 Report.No official report until Qtr. End March 2015.
Resident Service Coordinawrry Current Tannerville Newsletter provided.
- Monthly Work Order/Maintenance Report for month of January,2015.
MassNAHRO email update detailing ongoing and potential changes for HA's in MA was
presented to the Board for review and discussions. At this time, potential changes are still in
discussion stages with no substantial effective dates available.
New Business:
- The Executive Director presented 2015 Fair Market Rents for all bedroom sizes to adopt effective
February 2015 for use in our Section 8 federal program. A motion was presented and approved. The
RHA website will be updated to reflect these changes.
- The 2014 Annual Report to the Town of Reading was prepared by the Executive Director for review
and subsequent submittal to the Town by the end of February. No changes to the report were made.
Document will be submitted as presented.
- Executive Director presented a revised RHA Community Room Use Policy for discussion and
approval. The changes presented would allow the Executive Director to approve the use of room by
non-resident sponsored community groups. In the past, the room has only been available for resident
use only. This change may provide additional benefits to our residents in the community. The policy
was amended accordingly to reflect that an "Applicant"was not required to be a resident and approved
by the Board.This policy will become effective as of February 5,2015.
Real Estate Matter:
- Update: The closing on Unit 110 Gazebo Circle took place on January 28, 2015. Brad Latham
represented the housing authority throughout this process. He provided the funds to RHA in
check form and those net funds were deposited accordingly. In addition, the RHA issued the
payment for broker services directly to our contracted real estate agent since we were holding the
initial deposit on the property. The funds to our broker were not dispersed by buyer's attorney at
closing but by the RHA with Board approval of accounts payable disbursements.
