MINUTES OF THE Reaular BOARD MEETING.December 1.24 01 913 JUN 18 PM 2: 28 A regular business meeting of the Reading Housing Authority was held on Monday,December 1,2014 at 5:30 P.M at the office of the Reading Housing Authority the town of Reading,Mass. The meeting was called to order at 5:35 P.M.with the Chair,Diene L.Cohen presiding.Those members present and forming a quorum were Timothy J.Kelley,Kevin F. Mulvey and Lynn Hodgdon as well as the Secretary/Executive Director,Lyn Whyte.Karen L.Flammia was absent.Guest,Tom Fowler,FEA Fee Accountant. Minutes Move Tim Second Kevin Vote 4-0 15440 VOTED: To accept for the record the Minutes of the Regular Business Meeting of November 3, 2014,as presented. Section 8 Voucher Program,#9699- 9787 as presented. {mantes Move Kevin Second Tim Vote 4-0 15-042 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end October,2014 of the current fiscal year. RHA R"reanizafon Move Diane Second Tim Vote 4-0 15-043 VOTED: To approve and accept the elimination of the Assisted Executive Director position at Reading Housing Authority effective January 1,2015. RHA Re-aresmization Section 8 Move Tim Second Kevin Vote 4-0 15-044 VOTED: To reduce the working hours of the Section 8 Program Coordinator to twenty-four hours par week due to budgetary constraints effective January 1, 2015. Resale of Unit 110 Gazebo BIM Tim Second Diane Vote 4-0 15-045 VOTED: To authorize the Executive Director to sign a Purchase and Sales Agreement and any other documents necessary to sale including those prepared by RHA legal counsel Mr. Bred Latham that are associated with the resale of 110 Gazebo Circle,Reading,MA. Personnel Matters: - Confirmation of submittal of Board Attendance to DHCD for month of November 2014 was provided to Board. Remort of Programs: Vacancy Report-Mitch Hudzik, State Program Coordinator provided her monthly report. . - Sec 8 Report-Report provided by K.Rolli indicating that 111 vouchers leased at this time.Three additional lease-ups planned for January 1,2015 along with nine applications being processed for eligibility and issuance of new vouchers by mid January. - Resident Service Coordinator-Current Tannerville Newsletter provided. - Monthly Work Order/Maintenance Report for month of November,2014. New Business: An ongoing discussion on the financial status of our Section 8 program continued.RHA fee accountant, Tom Fowler, attended this meeting and joined in the conversation in order to present a more accurate overall view of the agency's budgetary concems moving forward. Mr. Fowler pointed out that the RHA incurred a substantial loss in the Section 8 program with fiscal year ending June 2014 and projected similar losses in fiscal year 2015 if issues were not addressed. A high salary in that program along with ongoing federal sequesters cuts over the past two years are the two key factors impacting this program. All reasonable efforts to adjust routine administrative costs has already been put in place, however, those changes have not proven to be effective enough in order to maintain the overall financial integrity of the program as we move forward, hence, more defined changes proposed now. In order to reduce a negative reserve in our federal program it was determined that the Assistant Executive Director position would be eliminated effective January 1, 2015. In addition, the hours of the Section 8 Program Coordinator will be reduced to twenty-four hours per weak effective January 1, 2015. At this time, there will be no additional changes to hourly rates of any staff member.The budget for fiscal year 2015 will reflect these changes that will take place January 2015. The RHA board is aware that these immediate changes will help to reduce the projected losses in the Section 8 prognun but will not eliminate them entirely in FY 2015. Additional changes may be necessary for July 1, 2015 and the financial status of the agency will be reviewed monthly in order to address the future needs of the Reading Housing Authority and plan accordingly. Motions were presented and approved to eliminate an administrative position and reduce hours in the ftdend position. The Board thanked our fee accountant for attending this meeting and answering questions in regard to this matter. - DHCD issued budget guidelines for the current fiscal year in late November. A budget has been prepared and will be presented for discussion and approval at our January 2015 regular meeting. The Executive Director has indicated that due to the RHA ongoing reorganization, that she will not be requesting administrative salary increases in the current budget year. - An invitation to the Annual Tannerville Holiday Luncheon on December 17a was extended to all Board members. Real Estate Matter: 110 Gazebo Circle: Two offers to purchase this unit were opened on 11/21/14 with RHA maltor Steve Chubs present along with one of the potential buyers and their realtor. The highest offer was for $280,000 and accepted by the agency. RHA legal counsel, Brad Latham, prepared the Purchase and Sale Agreement for said property and forwarded all documentation to selected buyer. A closing date of 120/15 has been proposed. At this time, a signed P&S agreement has not been forwarded back to the RHA, however, legal counsel has indicated that he has been in contact with counsel for buyer and there are no outstanding issues but simply a delay due to holiday schedules. The Executive Director asked the Board to consider a motion authorizing her to proceed with the sale of property and sign any related documents required. A motion was presented and approved.
