MIl4UTES OF JHEBewilarBOARD MEETING oom"9 JUN 18 PM 2: 28 A regular business meeting of the Reading Housing Authority was held on Monday,October,2014 at 5:30 P.M at the office of the Reading Housing Authority the town of Reading,Mass. The mating was called to order at 5:31 P.M. with the Chair,Diene L.Cohen presiding.Those members present and funning a quorum were Karen L.Flammia,Timothy J.Kelley and Lynn Hodgdon as well as the Secretary/Executive Director, Lyn Whyte. Kevin F.Mulvey was absent. Minutes Move Karen Second Lyon Vote 3-0 15-026 VOTED: To accept for the record the Minutes of the Regular Business Meeting of September 8,2014, as presented. Dania Move Karen Second Lyonrho 3-0 15.027 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check#542& 5467 Payroll Summary as presented for September, 2014. Section 8 Voucher Program, #9539-9625 as presented. Finances Move Karen Second Lynn Vote 3-0 15-028 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month end August,2014 of the current fiscal year. Tanner Drive. Authorization for Resale of 110 Gazebo Circle Move Tim Second Karen Vote 4-0 15.031 VOTED: That the Reading Housing Authority hereby ratifies,confirms and authorizes the lawful action taken and to be taken by Lyn E.Whyte,Executive Director of the Reading Housing Authority on behalf of the Authority as to the sale and conveyance of the real estate known m 110 Gazebo Circle(Unity 110,Summit Village Condominium)Reading,Massachusetts,(the"Property"),being the same Property described in the unit deed to the Authority recorded at Middlesex South District Registry of Deeds at Book 63497,Page 8;including authority to issue a Request for Proposals;and,upon acceptance of a conforming proposal,to sell and convey that Property on behalf of the Authority pursuant to the Uniform Procurement Act(M.G.Laws Chapter 30B), including the execution of a contract for sale and a purchase and sale agreement on behalf of the Authority,and to execute a deed of conveyance of the Property to effectuate such sale and conveyance consistent with the proposal made by the grantee and as accepted by the Authority;any to execute on behalf of the Authority any and all other documents that the Executive Director deems appropriate to effectuate the sale and conveyance. Personnel Matters: - Confirmation of submittal of Board Attendance to DHCD for month of September 2014 was provided to Board. Monthly Work Order/Maintenance Report for month of September, 2014 will be provided at November board meeting. New Business: - Documentation to close out FISH#246039; kitchen installation at 667-1 elderly development was presented to Board for their review and approval for submittal to DHCD for reimbursement in the amount of $35,105.76 to cover all costs associated with this project.Motion was presented and voted. - Documentation to close out FISH#246042; installation of two furnaces at our 705-2 family,development on Parker/Pleasant Stmt was presented to Board for their review and approval for submittal to DHCD for reimbursement of$14,000 to cover all costs associated with this project.Motion was presented and voted. - The Executive Director discussed ongoing concerns regarding the administration of our Section 8 housing program. Ongoing losses in that program may begin to impact the overall agency in the near future. In an effort to address any issues, sooner rather than later, the Executive Director has asked the RHA fee accountants to prepare a budget for the remainder of our FY2014 to better enable us to make any immediate adjustments to our current budget in order to maintain a viable financial level.Other options will be explored in regard to our Section 8 housing program if deemed necessary and will be developed for further discussion with the RHA Board before calendar year end. Reel Estate Matter. 110 Gazebo Circle:Since our September board meeting;per prior approval,an agreement was entered into with Remax Leading Edge to assist us with the sale of said unit.Other realtors who responded to our request for proposal services were informed of RHA decision.Required ads for resale of Unit 110 were drafted by RHA legal counsel and placed for publication in a local paper. The Request for Proposals (RFP) was also drafted by legal counsel and made available for distribution to any interested parties. The Executive Director, Brad Latham and Remax Leading Edge real estate broker, Steve Chuha met to discuss the proposed disposition of said property. All parties have a firm understanding of the process and the date of October 23, 2114 at I0:00am has been established as the date to open any sealed offers on the properly.Public opening of offers will occur at RHA main office location. Remax Leading Edge will market the unit accordingly. RHA staff has readied the unit for sale. Board Schedule November,2014 BOARD MEETING: 11/03/2014 @ 5:30 PM 15.032 TO ADJOURN: 6:30 PM.
